Under the direction of the Senior Utilities Engineer, this position performs engineering duties with a primary focus on utilities-related tasks. Gahanna's utility systems include stormwater conveyance, water distribution and sanitary sewer conveyance assets (Gahanna does not own / operate water treatment or wastewater treatment facilities).
Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($66,955.20 - $82,014.40). Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position.
- Aids in plan review & approval processes (with focus on utility- related work) of private commercial and residential development projects, building permit applications, including utility-focused engineering calculations and utility-related details (including metering and backflow device installations) and preparation and updates of utility-focused standard notes and engineering details
- Performs various tasks associated with the City's NPDES Phase 2 permit, including management of program documentation, coordination with Franklin Soil & Water Conservation District staff and support with annual reporting
- Performs drainage site visits in response to property owner requests
- Coordinates with the Department of Public Service on a variety of utility related tasks, including, but not limited to water & swear connection permitting and associated fee calculations; stormwater ERU calculations; Cross-connection & backflow program support; hydrant flow testing
- Investigates resident requests for service (e.g., performs technical research; drafts written responses and provides telephone responses, sewer and water, drainage, and other engineering-related issues).
- Prepares contracts, specifications, and legal notices for receiving bids and awarding contracts; prepares and evaluates RFQ process for consultant selection; administers consultant contracts; coordinates the schedule and progress of consultant's work including preliminary approval of invoices.
- Serve as project manager for assigned capital improvement projects involving the City's Utilities
- Provides engineering support on regulatory activities, including, but not limited to water-focused regulatory activities, including lead / copper regulations; sewer-focused regulatory activities, including the City's CMOM program
- User of Asset Management System to facilitate Engineering Department's role in asset management activities, including both field activities as well as long-term asset management planning
- Prepares reports on behalf of the Director of Engineering for the Mayor, City Council, and Planning Commission, assists with budget preparation; updates policies, procedures, and construction and engineering standards; researches, seeks, and administers grants.
- Provides technical expertise and guidance to members of the Engineering Department, other City Departments, consultants, and other interested parties.

Education
- Bachelor of Science degree from an accredited four-year college or university in Civil Engineering or related field.
Experience
- Two or more years of professional engineering experience.
Licensure or Certification Requirements
- Professional Engineering (PE) registration with the State of Ohio - Desired
- Engineering in Training certification - Required
- Current and valid Ohio Driver's license with an acceptable driver's abstract in order to meet criteria for insurability established by the City of Gahanna.
- ROW permitting support on an as-needed basis
- Updates of utility-related data in the City's GIS
- Assist with capital improvement plan, including budget preparation
- May conduct field surveys and inspections.
- May serve as backup for other positions within the Department.

Working Conditions:
Work is performed in a normal office environment and in the field exposing the employee to various outside atmospheric conditions and occasionally to conditions such as fumes, dusts, and poor ventilation that affect the respiratory system, eyes or the skin; possible bodily injury from moving mechanical parts of equipment, tools or machinery, or electrical shock. The incumbent's working conditions are typically moderately quiet to very loud.
