The Department of Corrections is seeking a highly motivated and qualified individual(s) for the position of Stationary Engineer 3 at Monroe Correctional Complex an adult correctional facility. This position performs overall monitoring, operating, maintaining and repairing of the steam generation, distribution and emergency power systems. Position makes operational decisions to ensure continuous, uninterrupted generation of steam and emergency electrical power for the entire MCC complex in support of the Department of Corrections' Mission.
Monroe Correctional Complex (MCC) is a 1500 bed male all-custody level facility located 30 miles northeast of Seattle. Employing approximately 1200 staff, the complex consists of five major units; the Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), a large mental health inpatient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum Security Unit (MSU). Services provided at MCC include custody and security, classification, education, incarcerated individuals treatments, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, incarcerated individuals records, visiting and extended family visiting. At the Monroe Correctional Complex (MCC) under the direction of the Chief Engineer, the Stationary Engineer 3 performs the overall monitoring, operating, maintaining and repairing of the steam distribution and emergency power systems and for making operational decisions to ensure continuous, uninterrupted generation of steam and emergency electrical power

The MCC Power House is a 24/7/365 operation. The Stationary Engineer 3 duties and responsibilities include but are not limited to:
  • Monitoring, operation, maintenance and repair of three high pressure natural gas boilers and auxiliary equipment.
  • Operation, maintenance, repair of the facilities Emergency Power Generation systems feeding three prisons and the WSRU inmate hospital.
  • Operation, maintenance, repair of propane backup fuel system.
  • Operation, maintenance, repair of three (3) 30 horsepower rotary screw air compressors and miscellaneous associated/auxiliary equipment.
  • Operation, maintenance, repair, testing and adjustment of plants boiler water feed including chemical injection stations, condensate, make up and water softening.
  • Perform and maintain proficiency in casualty control procedures for all power plant equipment systems.
  • Monitor and log various steam plant readings as required and/or report plant problems as necessary.
  • Oversee contracted maintenance and/or repairs.
  • Utilizing computer interface: control, monitor plant boiler control system for the efficient and safe operation of the plant.
  • As required take manual control of or bypass and control systems directly.
  • Perform watch standing operations
  • Distribute steam to institutions. Monitor distribution system and returns for problems.
  • Maintenance and repair of package boiler(s), heating and recovery water system.
  • Use research materials, such as, blueprints, schematic drawings, technical manuals, and operation and maintenance material, to operate, maintain, troubleshoot, repair all plant equipment, systems and instrumentation.

Perform watch standing operations, maintain the plants data collection/recording systems. Receive and transfer fuel to various plant equipment. Supervise inmate workers as needed.
  • Follow all safety procedures/policies.
  • Direct and supervise, and/or perform:
  1. The preparation of pressure vessels for inspection by the Department of Labor and Industries Inspectors.
  2. Preventative maintenance on assigned equipment.
  3. Calibration and/or repair of miscellaneous control system devices.
  4. Maintain, repair and installation of piping systems and related components.
  5. Maintenance, repair, upkeep of plant building, equipment and grounds.
  6. Soldering, brazing and welding operations necessary for repairs on existing equipment, systems or installation of new systems/equipment.
  7. Communicate operation and maintenance issues and recommend corrective action including repairs, alterations and additions to existing systems, building and grounds.
  8. Order parts and supplies.
  9. Monitor and record weather data.
  10. Monitor and notify the Public Utility District of problems with utility power to plant.
QUALIFICATIONS:
Required qualifications:
  • High School graduate or GED
  • Valid Driver's License
  • Three years of applicable work experience, or two years of experience and completion of recognized vocational training course in the operation, maintenance and repair of stationary or marine high-pressure boilers and heating systems
OR:
  • One year of state service as a Stationary Engineer 2
AND:
  • Familiarity with current safety procedures and standards
  • Ability to use sound judgment, demonstrate problem solving on difficult maintenance and project problems
  • Understand and interpret written and oral directions, specifications and plans
  • Ability to read and interpret technical drawings, documents and specifications

Desired:
  • Certificate of completion of an advanced Stationary Engineer course from an accredited vocational/technical school or community college.
  • Experience in operation and maintenance of motors, pumps, air compressors.
  • Knowledge of pipe fitting and repair.
  • Basic computer skills.
  • Experience working in a correctional setting.
