Job Description


The Internal Services Project Management Team (PMT) within Human Services and Public Health supports data-based decision making, strategic planning, process improvement, innovation, program development, and leads various efforts throughout the department. PMT is seeking a Project Manager with strong experience in managing projects, process improvement/service design, and facilitating conversations, who will use their knowledge, skills, and abilities to lead efforts that increase the effectiveness of our operations and support our business partners in achieving successful outcomes. Projects vary from long to short durations, with a variety of customers who may include executive management, direct line workers and various internal and external partners. This is not an IT Project Managment position.

Location and hours:
This position is hybrid and will be performed both on-site at any Hennepin County department locations and remote as job duties require, specific building is flexible and will be decided at the time of hire. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire

In this position, you will:
  • Lead projects which may include traditional project management, process improvement, policy analysis, facilitation, strategic visioning/planning, qualitative data analysis, program development, and program evaluation.
  • Create, maintain, execute, and store project documentation in alignment with good project management practice, including documents such as project charters, work plans, status updates, communication plans, business process maps, facilitation session plans, meeting notes, and project summaries.
  • Coordinate a team of subject matter experts without direct line authority through the necessary project phases: initiate, plan, execute, monitor & control, and close; provide guidance and assistance where needed.
  • Analyze, interpret, prepare, and present complex project reports in informative and dynamic ways to meet the needs of multiple stakeholders and diverse audiences.
  • Facilitate conversations around process discovery and process improvement with medium- to large-sized groups, possibly including line staff, supervisors, and managers.
  • Analyze process gaps and actively collaborate with subject matter experts to develop process solutions and implementation plans that improve efficiencies and other process outcomes.
  • Produce clear and accurate process maps and related documentation that illustrate an appropriate level of detail for the intended audience.
  • Design an approach to facilitated conversations that supports the group decision-making process, in collaboration with managers or other leaders.
  • Lead discussion participants toward agreed-upon objectives in a manner that encourages participation, ownership, and creativity.
  • Create and maintain documentation that supports participants understanding of and participation in the discussion flow and content during the conversation itself as well as post-event documentation summarizing key take-aways and action items both for participants and non-participants.

Need to have:
  • One of the following:
    • Bachelor's degree in business administration, public administration; research methods, statistics; behavioral/social science; public health; computer science/MIS or management science; urban/city planning and four years or more of related experience.
    • Related education and/or experience to total eight years.

  • Leading process improvement and service redesign efforts, including mapping and documentation of processes.

  • Communicate effectively and succinctly both verbally and in writing for different audiences.
  • Gather, evaluate, and present relevant data to inform decision-making.
  • Build and nurture collaborative relationships with a variety of customers/partners
  • Independently utilize available resources to continually learn and develop professionally.
