Job Description
General Functions
Performs a broad variety of highly skilled, complex and difficult assignments of a responsible nature requiring the exercise of considerable independent judgment and knowledge in surveying, inspection, drafting, administration and related fields in the Public Works and Utilities Department.
Work is performed under the guidance of the Engineering Supervisor using independent judgment and is reviewed on a regular basis through observations, and results achieved
Representative Duties/Assignments
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
Prepare drawings, work orders of proposed control devices, such as signs, pavement markings, etc. using drafting instruments or computer automated drafting equipment.
Prepare graphs, charts, diagrams, spreadsheets and other aids in order to illustrate observations and conclusions.
Collects and analyzes traffic data for traffic studies including signal warrants, all-way stop control warrants, speed studies, traffic calming, crash analysis, traffic flow, turning movements, and developments to assist Traffic Engineers to determine the most efficient methods to expedite traffic flow or improve safety.
Gather and compile data from hand count sheets, machine count tapes, and radar speed checks, and code data for computer input.
Lay out or assist in lay out of pavement markings for striping crews.
Maintain, clean and make minor adjustments and field repairs to equipment used in engineering, including the replacement of parts on traffic data gathering devices.
Measure and record the speed of vehicular traffic, using electrical timing devices or radar equipment.
Operate counters and record data in order to assess the volume, type, and movement of vehicular and pedestrian traffic at specified times.
Place and secure automatic counters and retrieve after counting periods end or assist same depending on level.
Observe and report factors affecting traffic conditions, such as lighting, sign and marking visibility, in order to assess their effectiveness.
Familiar with and ability to determine elevations and slopes utilizing tools common to civil engineering.
Interact with the public in order to answer traffic-related questions, respond to complaints and requests, or to discuss traffic control ordinances, plans, policies, and procedures.
Thorough knowledge of Manual on Uniform Traffic Control Devices (MUTCD) and Florida Department of Transportation (FDOT) Standard Plans.
Supervise groups of employees engaged in moderately complex tasks.
Serve as a technical assistant under direction of an engineer, project manager, or assistant project manager.
Provides technical and complex on the job training to subordinate Engineering Technician's in assigned division.
Maintain timely and accurate documents and inventories to include requisitions, work orders, vendor invoices, digital photographs, and other operational related forms and documents.
Investigate complaints, conduct field inspections of sites and prepare report of findings and make appropriate recommendations.
Research and interpret industry regulations and standards to determine applicability to each project and make recommendations.
Provide field inspection and ensure compliance; provide direction to employees/contractors based on findings of compliance or non-compliance.
Prepare various types of complex plans, reports, sketches, and presentations.
Prepare complex work orders for field personnel.
Performs advanced technical work, which may include field investigation, preliminary or final design and construction of County projects.
Assists the Chief Engineer/Senior Engineer/or Engineers.
Performs related work as required.
- Minimum Qualifications
Traffic Engineering
Graduated from High School or equivalent and five years of appropriate roadway or traffic engineering experience.
- Based on area of assignment, may be required to possess and maintain a valid State of Florida Drivers License by date of hire.
