Were currently recruiting for a GIS - Sr. Engineering Technician Sewer. Under the direction of the GIS Supervisor, perform complex technical duties to support Public Works and Geographic Information Systems (GIS) departments with a focus on the Citys Sewer assets. Provide a high level of customer service and GIS support to internal and external customers. Provides training and ad hoc support to end users. Conduct field visits for asset collection and ensure data accuracy. Act as a bridge between various divisions and departments such as Engineering/Design, Operations and Maintenance, Construction Services, and Community Development. Develops and updates training documentation to support GIS applications developed in-house. Maintains metadata information across related GIS data layers.

This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPEI union. The schedule for this position is M-F, 8am to 5pm.

Essential Functions:

  • Create and maintain GIS asset information for Sewer related assets by gathering data from a variety of sources such as as-builts, field inspections, operations field staff, construction staff, and other sources.
  • Analyze, develop, and automate innovative and complex technical GIS workflows, tools, online applications/maps/dashboards, and processes to support Sewer needs. Utilize a variety of GIS analysis tools to support the citys asset management initiative.
  • Ensure that GIS data features are always in sync with the citys enterprise asset management / work management system (Infor/Hansen). Perform ongoing quality assurance/quality control (QA/QC) to ensure good data integrity. Develop metadata and supporting documentation.
  • Design and publish maps / layers using principles of cartography to effectively communicate data to internal and external customers. Author and utilize automation tools such as FME, python and geoprocessing scripts to build automation for repeatable processes.
  • Act as a liaison between City departments and divisions including Engineering, Operations and Maintenance, Construction Services, and Community Development providing GIS support.
  • Research and explore innovative desktop and mobile geospatial technologies. Find innovative ways to use GIS to create efficiencies, enhance data quality, and develop effective maps, processes, and workflows. Provide GIS support and technical assistance to multiple departments across the city (internal customers). This includes the development of technical documentation, training sessions, presentations, and other verbal and written communication. Maintains metadata information across related GIS data layers.
  • Create, maintain, and manage digital inventory of public and private assets in GIS Enterprise database and Citys Enterprise Asset Management system with a focus on the Citys Sewer assets.
  • Create, maintain, and manage GIS maps, layers, applications, geodatabases, and other related records.
  • Perform other duties and responsibilities as assigned.
Qualifications

Experience and Education

  • Two (2) years experience working with GIS in the utilities sector
  • Equivalent to an Associate's Degree in GIS, Engineering, Geography, Environmental Science or related field.
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Advanced knowledge of Esris ArcGIS suite of products including ArcGIS Enterprise, ArcGIS Portal/ArcGIS Server, ArcGIS Desktop (ArcGIS Pro/ArcMap 10.x or greater), including Esri extensions/applications such as Spatial Analyst, Network Analyst, Utility Network, BIM, Field Maps, Workforce, Survey 123, Operations Dashboards, Experience Builder and Story Maps.
  • Intermediate: Microsoft Word, Excel, Outlook, and PowerPoint.

Required Licenses and/or Certifications

  • Possession of an appropriate, valid drivers license.

Knowledge

  • Knowledge of database fundamentals and understanding of relational databases.
  • Knowledge of Autodesk products, AutoCAD Map 3D is preferred.
  • Terminology, methods, practices, techniques of drafting and computer aided design and GIS.
  • Principles and practices of surveying.
  • Proficiency using Environmental Sciences Research Institute (Esri) products i.e., ArcGIS for Desktop (ArcMap 10.x and ArcGIS Pro 2.x or higher), Survey123, Operational Dashboards, Web App Builder, geoprocessing (such georeferencing) tools, editing in a versioned environment.
  • Asset management systems.
  • Knowledge of modeling software.
  • Trigonometry as applied to the computation of angles, areas, volumes, distances, and traverses. Construction plans and specifications.
  • Engineering maps, records, and application of computer aided mapping and geographic information systems for records management.
  • Knowledge of FME Form and FME Flow is preferred
  • Pertinent federal, state, and local laws that pertain to: Information and Records Management
  • Modern office procedures, methods, and computer equipment
  • Use of personal computers and basic software

Abilities

  • Performing GIS analysis, GIS data management, and production of cartographic products using Esris suite of software
  • Ability to read and interpret civil engineering plans and specifications
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouvers Operating Principles
