Statement of Duties

The City of Somerville Health and Human Services Department is seeking a Homelessness Project Coordinator within the Prevention Services Division to support project implementation, administrative operations, and service delivery tracking for contracts serving persons experiencing homelessness (PEH). This position plays a key supporting roleunder the direction of the Director of Prevention Servicesin organizing contract activities, documenting deliverables, coordinating logistics, and communicating with service providers, internal departments, and other stakeholders. The position includes substantial involvement in seasonal projects, including the Citys Winter Warming Center, as well as other shelter- and homelessness-related services, with a focus on administrative coordination, cross-departmental scheduling, meeting facilitation, invoice tracking, and compliance support.

Essential Functions:

  • Under the supervision of the Director of Prevention Services and in collaboration with the Office of Emergency Management (OEM), support all phases of seasonal programs such as the Winter Warming Center, including pre-opening logistics, administrative coordination, and post-season debrief and reporting.
  • Assist Director of Prevention and OEM in drafting scope of services for contracts under the positions purview, which may include the Citys seasonal warming center, expanded overnight adult shelter, and other contracts related to supporting PEH.
  • Participates in contracted vendor communications for various grants and programs and meeting follow-ups to help ensure required documentation, invoices, and reports are submitted on time.
  • Serve as a liaison between city departments (e.g., Police, Fire, Inspectional Services, DPW), contracted service providers, and external stakeholders to support effective communication, cross-departmental coordination, and smooth program implementation.
  • Facilitate and attend cross-departmental planning and coordination meetings, ensuring smooth program operations and collaborative problem-solving.
  • Track contract deliverables, maintain organized documentation, and prepare summary reports to support vendor oversight, internal compliance, and grant requirements.
  • Support the development and distribution of public-facing communications (flyers, FAQs, digital content) to inform stakeholders and community members about homelessness services.
  • Assist in the development and administration of surveys and other data collection tools to evaluate program outcomes and client/staff experience, under the guidance of supervisory staff.
  • Contribute to the compilation of post-program reports and the tracking of follow-up efforts to connect clients with services once seasonal programs conclude.
  • Conduct research and provide documentation support related to funding opportunities, best practices, and local service gaps as assigned.
  • Communicate regularly with the Director of Prevention Services, HHS Financial Manager, and relevant team members to ensure all deliverables, reports, and financial documentation are accurate and submitted on time.
  • May require occasional on-site follow-up visits with contract vendors to assess contract and deliverable adherence.
  • Maintain organized digital and physical files for contracts, communications, and program records.
  • Attend meetings, trainings, and site visits as needed to support Prevention Services activities and assess contract compliance.
MINIMUM QUALIFICATIONS

Education and Experience: Applicants must have a minimum four years of program management, program administration, program coordination, program planning and/or program analysis. Bachelors degree in Human Services, Public Health, Public Administration, Social Work, Psychology , or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Knowledge, Abilities and Skill

Knowledge:

  • Experience in program analysis, program management, budget monitoring, program coordination, and program planning for public health or human service programs
  • Familiarity with challenges related to persons experiencing homelessness, including systemic barriers to housing and support services.
  • Intermediate proficiency with Microsoft Office Suite (Word, Excel, Outlook); familiarity with data tracking and reporting tools in beneficial.
  • Understanding of vendor management, contract implementation, and performance monitoring.

Awareness of funding mechanisms (e.g., ARPA) and related procurement or compliance requirements is a plus.

Ability:

  • Ability to plan, coordinate, and execute projects in collaboration with city departments, nonprofit vendors, and other stakeholders.
  • Ability to manage competing deadlines and keep projects organized from planning through evaluation..
  • Ability to be flexible to respond to changing requirements and to be available to support in the problem solving of issues as needed.
  • Ability to engage with individuals and communities with empathy, cultural humility, and respect.
  • Ability to support a meeting with many stakeholders in conjunction with City colleagues

Work Environment

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments.

Physical Skills

Few physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. May also be some occasional lifting of objects such as office equipment and computer paper (up to 30 lbs.).

Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and/or most other office equipment including word processing, filing and sorting of papers.

Visual Skills

Visual demands require constantly reading documents for general understanding and analytical purposes.
