The Engineer II is a managerial, unclassified position has considerable interface with all city departments and a variety of community leaders engaged in engineering and construction management functions for the public service department. This professional position requires personnel management and includes work requiring the consistent exercise of discretion and independent judgment. The position includes the management and oversight of capital improvement projects, provides guidance and information to others on all aspects of civil engineering, requiring a broad knowledge and experience; prepares reports; performs technical assessments; prepares written project analyses and makes written recommendations; assists in the administration and enforcement of the policies, plans, ordinances.

This professional position is considered exempt for FLSA purposes and, therefore, formal overtime compensation is not paid. The following duties and responsibilities are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned .
  • Manages staff including assigning and reviewing work, approving leave and overtime, hiring and selection, reviewing performance, recommending and implementing corrective action if warranted, coaching and training employees, etc.
  • Serves as a primary contact internally and externally for engineering, and inspection services related to capital improvement projects, construction management, and public service-related public infrastructure projects.
  • Leads the development, planning, and implementation of city-led capital improvement projects, including design, bidding, construction, and closeout; ensures timelines are met and the process is efficient, collaborative, and positive for staff, stakeholders, and the public.
  • Prepares and manages the citys multi-year Capital Improvement Program, coordinating with department leadership to align project prioritization with long-term infrastructure needs and funding strategies.
  • Provides engineering support for public inquiries and service requests, including stormwater, drainage, flooding, pavement, and right-of-way concerns.
  • Assists the city engineer with maintaining and updating the citys engineering and construction standards, ensuring consistency with best practices and regulatory compliance.
  • Oversees and approves right-of-way permits, ensuring compliance with safety, access, and construction regulations.
  • Develops long-term right-of-way planning strategies in support of infrastructure growth and maintenance.
  • Administers the citys Stormwater Management Program, including MS4 compliance and enforcement of post-construction best management practices.
  • Leads or supports traffic and transportation engineering efforts, including signal timing optimization, traffic studies, and roadway safety evaluations.
  • Supports the citys boards and commissions by attending public meetings, as necessary.
  • Evaluates recommendations of on-site review of site conditions and situations and determines remediation and/or improvements.
  • Prepares operational reports and recommends policy changes to improve service delivery.
  • Reviews plans, specifications, plats, surveys and construction plans submitted by property owners or developers.
  • Verifies, compiles, and maintains as-built drawings for new and existing infrastructure.
  • Assists with environmental protection regulation compliance.
  • Facilitates the preparation and review of contracts, specifications and legal notices for the receipt of public bids and awarding contracts for applicable capital improvement projects.
  • Prepares preliminary cost estimates of public infrastructure necessary and compares anticipated project costs with available funding sources to determine project financial feasibility.
  • Assists residents and businesses by responding to questions or concerns regarding capital improvement projects, city infrastructure and private development while taking corrective action when warranted.
  • Assists in the coordination and implementation of special projects.
  • Communicates with contractors, residents, and businesses regarding construction activities and schedules.
A Bachelors Degree in Civil Engineering is required with additional coursework in urban and/or regional planning, public administration and/or design, preferred. Additionally, at least five (5) years of public or private sector engineering design or construction project management experience and progressively responsible supervisory experience in engineering, planning and design is required; or, education and experience that would provide a comparable knowledge, skill and ability base required of the position. Must maintain a valid Ohio drivers license and insurability under the citys insurance policy. Must pass a drug screen and background check prior to employment.
