Knowledge, Skills, and Abilities
PREFERRED QUALIFICATIONS
Licensed Civil Engineer in the State of Oregon, or ability to obtain certification within one year of hiring.
Performs engineering related work for public works projects and programs, including environmental, water, sewer, street, storm drainage, capital improvement projects and private and commercial developments. Manages regulatory compliance with local, state and federal agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Reviews private, commercial and industrial project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
- Performs complex technical engineering related work for environmental, water, sewer, street, storm drainage and other public works projects and programs, including detailed drawings, project specifications, generates bids documents, and assists in bidding processes.
- Manages and inspects capital improvement projects and private developments and prepares progress reports and pay requests.
- Monitors construction contract work to ensure work is performed in compliance with contract plans and specifications and required standards are obtained; measures quantities and prepares pay estimates.
- Collects and analyzes field data; researches property histories and as-builts; prepares technical reports and cost estimates, and recommends improvements.
- Assists in the maintenance of engineering and infrastructure records. Prepares and drafts as-built plans for street, water, sewer or storm drainage systems.
- Handles requests for information, service or concerns over the phone, via electronic or regular mail and in person, in a timely manner that reflects an effort to be helpful while acting responsibly for the city.
- Reviews applications for utility permits, street use permits and franchise utility permits.
- Performs a variety of office related functions, including preparing permits, correspondence, maps, presentation materials, brochures, printing materials, answering phones and responding to inquiries from contractors, property owners, staff, and the general public.
- Uses computer mapping skills in the preparation of sanitary sewer, water, storm drainage, and street system maps, data bases, and comprehensive plans.
- Effectively communicates on a one-to-one basis orally and in writing with the public.
- Works as a team member with Public Works staff and other city staff members to accomplish tasks, goals and projects.
Knowledge, Skills, and Abilities
- Knowledge of city engineering principles, practices and methods as applicable to a municipal setting; knowledge of applicable City and State policies, laws, and regulations affecting Division activities.
- Considerable skill in arriving at cost estimates on complex projects; skill in operating the listed tools and equipment; skill in basic drafting.
- Ability to prepare, organize and maintain engineering and environmental field and office data, reports and systems; ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public.
- Graduation from a four-year college or university with a degree in civil engineering, or closely related field; and
- Minimum of four (4) years related experience; or
- Any equivalent combination of education and experience.
- Must possess a valid Oregon driver license with an acceptable driving record;
- Must be physically capable of moving about on construction work sites.
