Bridge Inspection and Maintenance Engineer

Position Summary

This position is the primary engineer for the structure maintenance program for the La Crosse area in the Southwest Region. This position provides program recommendations and oversees the region's structures maintenance projects and structures related consultant oversight.

This position oversees all structures maintenance activities and structures-related consultant oversight in the region; inspects state-owned bridges and ancillary structures per state and federal guidelines; assists with development of the six-year improvement program for structure needs; coordinates with other region structures and maintenance staff to develop repair work priority needs, develops county work orders, and oversee repairs; ensures all repairs are completed according to needs identified in the inspection reports and document work completed; and prepares annual bridge maintenance budget and 5-Year Long Range Bridge Maintenance Program.

The position may assist the Bureau of Structures (BOS) bridge repair crew to maintain or repair state-owned bridges. The position provides backup for bridge damage investigation and repair with the following activities: estimating damage, determining needed repairs, coordinating plans, or preparing sketches if necessary for the repair by contractors or county forces. This position works closely with the Region Inspection Program Manager.

The engineering responsibilities require contacts with public and private officials and engineers/engineering consultants on highly sensitive and complex engineering reviews. This position functions under general supervision, requiring independent judgement in making professional engineering decisions, and performs work in response to needs with little to no review of the work by the supervisor.

Salary Information

At the senior level, this position is in schedule-range 14-13 with an annual salary of $82,846 - $101,421, plus excellent benefits.

At the advanced level, this position is in schedule-range 14-13 with an annual salary of $96,387 - $108,950, plus excellent benefits.

Plus, an additional $2,080 per year for a Professional Engineer (PE) License.

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

This position requires the ability to frequently travel on an independent basis to project sights within the region to conduct inspections and meet with local units of government.

This position requires fieldwork. This fieldwork can include working in all seasons, including adverse weather conditions and working in high volume traffic conditions, bending on a limited basis, and lifting approximately 40 lbs. and carrying this load approximately 50 feet over varying terrain.

This position is required to serve in standby status as a member of the Region's Incident Management Coordinator (RIMC) Team on an as needed basis.

Bridge Inspector Special Requirements

  • Certified Bridge Inspector per WisDOT Structure Inspection Manual.
  • Ability to frequently travel on an independent basis, such as traveling 3 to 5 days a week to multiple locations in one day.
  • Ability to work outdoors in conditions of heat, cold, humidity, dust, and to walk over rough terrain.
  • Ability to lift and carry objects, such as tools or materials.
  • Ability to work outside of normal working hours.
  • Ability to work in high volume traffic conditions.
  • Ability to work in or near water, including safely working from a boat.
  • Bridge inspection requires a level of physical agility and strength, plus the ability to work at heights up to several hundred feet above ground level safely. Access to inspection areas is gained by entering small access hatches and climbing or descending ladders and also requires crawling on beams and piers. Safety equipment including harnesses may be required. Some inspections require entering and riding in a special bucket suspended underneath the structure from a hydraulic boom on special bridge inspection machines known as a "Snooper" and "Reach-All".

Qualifications

Minimum requirement: Upon application, candidate must have graduated from an Engineering Accreditation Commission (EAC) ABET accredited college or university with a 4-year bachelor's degree (or master's or PhD) in engineering OR have graduated from an Engineering Technology Accreditation Commission (ETAC) accredited college AND hold an Engineer in Training (EIT) certificate OR possess a PE license (registration as a Professional Engineer in the State of Wisconsin OR a valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state).

Additionally, to be eligible at the Senior level, candidates must have:

  • At least 3.5 years of experience post-graduation in engineering.
  • With at least 1 year of experience in design, construction, maintenance, and/or inspection of transportation structures (structures are defined as bridges, culverts, sound walls, retaining walls, or sign bridges).

To be eligible at the Advanced level, candidates must have a valid Professional Engineering (PE) registration and the ability to obtain a Wisconsin PE registration within 3 months if PE registration is from another state.
