Engineering Technician

DESCRIPTION
The individual in this position performs a variety of technical and engineering support for the electric utility system. The Engineering Technician works under the guidance of the Lead Engineering Technician until the time in which he/she obtained all required certifications and gained the knowledge needed to progress into a Lead Engineering position. Essential duties include:
Reads, tests, repairs and calibrates electric watt-hour meters as well as installs such special electric meters as single phase and three phase meters.
Inspect and make minor repairs on traffic signals, street and security lights, supervisory, and other types of computer control systems.
Designs residential and commercial electric services, including transformer sizing and wire sizes, as well as designs residential and commercial lighting (e.g., parking lots, playing fields) including residential security lighting.
Prepares construction and easement drawings for new electric lines, including performing the field work necessary for the design and layout of these lines.
Prepares switching orders for the transfer of load between circuits, both within substations and in the field.
Perform thermal image scanning and power quality monitoring of City and customer electric systems to assist with preventative maintenance and ensure reliability.
Tests, repairs and installs load management systems.
Prepares, maintains and updates new and existing maps of city electric lines as well as reviews primary and secondary electric maps for overloading; issues corrective work orders when necessary.
Investigates complaints from consumers and city personnel concerning meter readings and low voltage as well as investigates theft of services and meter tampering.
Performs all duties under the guidance of the Lead Engineering Technician.
Performs related duties.
*Guidelines include department and City policies and procedures, Georgia Department of Transportation guidelines, the National Electric Safety Code, and the American Public Power Association safety manual. These guidelines require judgment, selection and interpretation in application. ITS Red Book, the ECG specification book, the National Electric Code, locate tickets, state and local laws, and the hazardous materials handbook.*

POSITION REQUIREMENTS
Employee must have the visual ability to distinguish between shades of colors, and numbers at both close and far distances.
Employee must have a keen sense of smell.
The employee may be exposed to noise, machinery with moving parts, dust, dirt, and grease; therefore, the use of provided protective devices such as hard hat, safety glasses, safety-toe boots, hearing protection, gloves, safety vest, etc., is required.
Work may be performed in the presence of citizens and have traffic which may contribute to the complexity of the position.
Some of the work is performed on utility poles in elevated buckets, and in the presence of electrified lines; therefore, the person must not have a fear of heights, harsh terrain, motion or confined spaces.
The work involves frequent pushing, pulling, manipulating, reaching, and/or lifting or carrying light loads and occasionally heavy objects.
The work involves climbing steep slopes and ladders and using tools or equipment that require a high degree of dexterity.
Approximately 50% of the work is performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching or stooping.
Approximately 50% of the work is performed outdoors in all forms of weather that may be very hot, cold, extreme or inclement.
The employee must have a keen sense of smell.
Knowledge of utility metering principles, practices, tools, and equipment, including those associated with AMI.
Knowledge of SCADA system operations principles.
Knowledge of power load shifting techniques and principles.
Knowledge of the testing of electric apparatus components.
Knowledge of AutoCAD software.
Knowledge of Integrated Transmission System policies and procedures.
Knowledge of the principles of civil and electrical engineering.
Skill in mathematics, including algebra, geometry and trigonometry.
Skill in the maintenance and repair of electric utility system equipment and components.
Must have good judgement and the ability to solve practical problems and deal with a variety of situations remaining helpful and pleasant at all times.
Must have the ability to communicate effectively with others and adequately and respectfully deal with members of the general public
Must have clear written and verbal communication skills with the ability to interpret such information.
Employee should possess a high level of personal responsibility for completing assigned duties with little supervision or intervention by the respective Supervisor.
Proficiency in the use of computer software including Microsoft Word, Excel and email.
Possession of a valid State of Georgia driver's license, acceptable driving history, and the ability to drive a vehicle as needed.
High School diploma or GED.
Three years of related experience.
MUST COMPLETE THE BELOW CRITERIA AS PART OF THE CAREEER DEVOLPMENT PLAN WITHIN 4 YEARS FROM HIRE DATE.
Obtainment of Thermal Imaging Certification and renewal of it every five years.
Obtainment of ITS Certification and renewal of it every three years.
Obtainment of obtain Power Quality Certifications (7 courses) and continue education with all new PMI equipment.
Obtainment of Line Design Certification (three-year program).
Obtainment of Certification in Energy Audits through South Face and obtain 20 additional hours of off-site training.
***Employee will be required to be on scheduled stand-by in rotating shifts. Stand-by is the time an employee shall be available after completing his or her regular work shift, to include weekends and holidays, in which the employee is required to be available at all times and return to work in case of emergency or need. Stand by and call back are both compensable.***
***In the case of an extreme event or emergency maintenance, employee will be required to report back to work. This may be after regular working hours to include nights, weekends and holidays.***
