St. Johns County Board of County Commissioners is seeking a Coastal Environment Project Manager whose headquarters are located in beautiful St. Augustine, Florida.

The St. Johns County Coastal Management Team is under the direction of the Emergency Management Department which is responsible for 42 miles of beach. The Coastal Environment Project Manager will provide day-to-day oversight on beach projects as well as managing multiple contractors conducting beach restoration operations.

  • Lead projects from initiation to completion, ensuring they are completed on time, within scope, and under budget.
  • Serve as the main point of contact for clients, contractors, and local authorities to ensure smooth project operations.
  • Manage Project Specialists providing mentorship and ensuring their professional development.
  • Identify project risks and implement mitigation strategies to ensure the successful delivery of projects.
  • Oversee compliance with local, state, and federal environmental laws, ensuring projects meet regulatory standards.
  • Prepare project budgets, monitor expenditures, and ensure financial reporting is accurate and timely.
  • Assists with special projects in coordination with County Departments and other governmental agencies.
  • Presents to the Board; represents the County at public meetings; addresses the concerns of elected and appointed officials and members of the public regarding special projects; produces presentations, reports, maps and GIS data layers.
  • Assists with the preparation of permits and regulatory documents.
  • Researches, prepares, monitors, and manages grant applications and grant-funded projects.
  • Develop requests for proposals and qualifications.
  • Coordinates project records and documentation management.
  • Coordinates recovery efforts and documentation following emergencies and disaster events.
  • Maintains a full-time presence on the job.
  • Performs other duties as assigned.

Candidates for the Coastal Environment Project Manager are encouraged to apply if they meet the following minimum qualifications:

  • Bachelors degree from an accredited college or university in a related field such as environmental science, engineering, or construction management.
  • Experience sufficient to thoroughly understand the work to be able to answer questions and resolve problems, associated with a minimum of three to five years combined experience.
  • Has been a lead on a minimum of 3 major projects
  • Project Management Profession Certification (PMP) preferred.
  • Preferred certifications include:
    • Florida Master Naturalist Program (FMNP)
    • GIS Training and Certification
    • Coastal Practitioner Certification® (CCP)
  • With demonstrated proficiency in leadership, including the ability to oversee multiple projects and teams, an incumbent may advance to the Senior Project Manager role, managing high profile and complex projects, providing guidance to the Project Managers (PMs) and Assistant Project Managers (APMs), and contributing to strategic decision making for the department.
  • Must possess and maintain a valid Florida drivers license and any other endorsements necessary to legally operate vehicles used while assigned to this position; Must be able to operate a truck with attached trailer.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be proficient with office and project management software.

Candidates with additional experience or credentials may qualify for advancement within the Coastal Management project management career track:

  • Project Manager candidates typically have:
    • Three to five years of relevant experience.
    • Demonstrated leadership of at least three major projects.
    • Project Management Professional (PMP) certification (preferred).
    • Experience in grant management, budget oversight, and team mentorship.
  • Senior Project Manager candidates typically have:
    • Five or more years of progressively responsible experience in coastal or environmental project management.
    • A Masters degree (preferred) and PMP certification (required).
    • Additional certifications such as PE, CEP, CRC, CFM, PWS, ERP, or LEED credentials.
    • Proven leadership in managing complex, high-profile projects and strategic planning.
