The Traffic Survey Group of the Transportation Mobility & Safety Division is a specialized traffic data collection and analysis group that manages a Traffic Monitoring System (TMS) comprised of a Continuous, Coverage, and Project Count Program for meeting the general traffic data requirements of NCDOT. Traffic monitoring data is used to support, but not limited to, the Traffic monitoring data is used to support, but not limited to, the following: systems planning for urban and rural planning studies, validation of travel demand models, analysis for air quality conformity, project prioritization, traffic forecasting, pavement monitoring, safety analysis, commercial motor vehicle enforcement, research, and is widely used by other state agencies, local governments, and the public for other activities. The Traffic Survey Group is responsible for managing all activities related to developing, planning, processing, analyzing, and reporting required to manage the TMS. Activities associated with meeting this responsibility include designing, managing, planning, collecting, analyzing, and publishing traffic monitoring data.

Responsible for collecting traffic counts using portable traffic counters. The position is assigned an alternate workstation at their home and assigned a vehicle and equipment. Extensive daily travel is required. Most field operations will be daily trips, but overnight travel is required periodically. Ability to use a hammer to drive large nails. Ability to work independently and complete tasks on schedule. Ability to lift and carry equipment weighing up to 50 lbs. Ability to withstand extreme weather and terrain conditions while performing duties

Traffic data collection activities include:

1. Traffic volume counts

2. Non-intrusive sensors along the Interstate

3. Other duties as assigned.

The primary purpose of the Field Operations Supervisor (ETIII) position is to supervise traffic data collectors (EA and ETI) in the collection of basic to complex traffic data for traffic data projects, volume and vehicle classification coverage counts, and other types of traffic surveys for the Traffic Survey Group. This position performs almost all work away from the central office with little to no direct supervision and is required to use independent judgement and data collection knowledge in a range of situations. The position is assigned to the Field Operations Section and is responsible for scheduling and coordination of data collection, maintaining knowledge of NCDOT and FHWA traffic data collection procedures, development of training procedures, performing training with all assigned staff, regular audits of staff data submittals, research and testing of new data collection equipment, administrative tasks, and performance of data collection tasks. This positions failure to perceive problems and counteract them in their regular job duties can result in significantly increased rework placed upon themselves, their staff members, and staff in the Traffic Analysis section of the Traffic Survey Group. The position is responsible for personnel tasks including interviewing applicants, hiring employees, regular communication with Division Human Resources Technician and annual performance management tasks. This position is responsible for short-term volume and classification operations for the central third of the State.

Management prefers applicants with the following:

  • Extensive knowledge of traffic data collection equipment, procedures, and software.
  • Proficiency in selection of count locations and equipment to collect traffic data safely and accurately.
  • Demonstrated ability to investigate and evaluate new applications and processes as related to quality of output and the efficiency of a process.
  • Considerable knowledge of traffic flow characteristics as related to traffic volume data and guidelines specified in the FHWA Traffic Monitoring Guide.

Ability to communicate clearly and develop and maintain effective working relationships.

Associate's degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
