Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

The Principal Project Manager reports to the Project Planning Division Manager within the Project Planning and Delivery Directorate (PPD).

Key Responsibilities

• Manage multiple medium sized infrastructure projects ($5-20M TPC) with an emphasis on projects supporting new commercial facility construction facility construction along with projects that will upgrade and modernize existing facilities. Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).

• Manage projects in accordance with established company procedures that control project management including project management best practices and processes, planning, phase gate reviews, estimating, schedule development, work authorization, monitoring project performance, controlling the project baseline, EVMS reporting, and change control.

• Lead Integrated Project Teams (IPTs) to plan and complete projects on time and on budget.

• Establish and actively monitor customer satisfaction.

• Proactively develop and implement strategies to mitigate Project risk.

• Uses and documents cost-benefit analysis in decision-making.

• Effective use of communication skills in executing project management responsibilities.

Qualifications

• Bachelors degree in a related field or equivalent training and experience plus at least 8 years related professional experience, which included at least 4 years as a designated Project Manager.

• Previous experience with National Nuclear Security Agency (NNSA) nuclear facility projects and requirements are highly desirable.

• Previous project management experience and responsibilities should include:

• Managing medium ($5-20M Total Project Cost) sized projects through representative project lifecycle phases;

• Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;

• Maintaining satisfaction of stakeholders with differing needs and expectations;

• Managing communications between project stakeholders and team members;

• Identifying and complying with project requirements in the development of products and deliverables;

• Managing the project team in successfully achieving project scope, schedule, and cost objectives.

Uses collaborative skills to resolve conflicts and create productive partnerships. Mentors other less experienced Project Managers by consulting and providing advice.

• Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Uses cost- benefit analysis in decision-making. Guides staff and the IPT in learning and applying effective decision-making approaches. Participates in strategy development at the program level.

• The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.

• Work schedule will be 4/10s Monday through Thursday (subject to change).

• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

• Must possess a valid drivers license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 ( , Workplace Substance Abuse Programs at DOE Sites, will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $118,352.00 - $177,528.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
