Main Purpose of Job

The Project Manager will lead the development and delivery of a comprehensive Statewide Facilities Master Plan for the Maryland Department of General Services (DGS). This position is responsible for coordinating a multi-agency planning effort to assess the condition, utilization, and future needs of state-owned and leased facilities, and to deliver strategic, data-driven recommendations for capital investment, sustainability, and space optimization. The goal is to ensure efficient, cost-effective, and climate-resilient use of state resources, aligning facility planning with the long-term goals of the Moore-Miller Administration and\nstatewide policy mandates.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate. \nExperience: Six years of administrative staff or professional work. \nNotes:\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.\n2.Candidates may substitute the possession of a Bachelor's degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience.\n3. Candidates may substitute the possession of Master's degree froman accredited college or universityfor five years ofthe requiredexperience.\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\n

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.Include clear and specific information on your application regardingyour qualifications.\n\n\n\n Three years of Public Sector Experience: Experience working within a government framework.\n Three Real Estate Expertise: Strong understanding of real estate portfolio management, includingowned vs. leased properties, lease terms, and facility assessments.\n Three years developing financial models, performing cost-benefit analyses, and identifyingfunding opportunities to improve the state's fiscal position.\n\n\n

DESIRED OR PREFERRED QUALIFICATIONS

\n\nPreference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.\n\n\n\n\n\n Experience in a project management role for a public sector or government organization.\n Background in financial analysis and the development of business cases for large-scale projects.\n Experience with sustainability and energy-efficiency initiatives, particularly those related togovernment buildings or large property portfolios.\n Proven ability to lead and manage projects that involve a diverse group of stakeholders frommultiple agencies and departments.\n Knowledge of relevant state-specific policies and regulations, such as Maryland's Climate SolutionsNow Act of 2022.\n Familiarity with data visualization tools and the ability to create dashboards for presenting complexinformation.\n Experience conducting workshops and interviews with senior-level leaders and subject matterexperts.\n Strong negotiation and conflict resolution skills to manage competing priorities among differentstakeholders.\n\n\n\n\n\n\n\n\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\n

BENEFITS

\nContractual employees who work for an agency covered under the State Employee and Retiree Health and\nWelfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on\naverage 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and\ntheir dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for\nyour medical and prescription coverage, including any eligible dependents you have enrolled. The State of\nMaryland will subsidize the remaining 75% of the cost for these benefits.\n\n\nYou can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life\ninsurance, but will be responsible to pay the full premium for these benefits.Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. Thisleave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\n\n\n
