Project Overview The Ministry of SaskBuilds and Procurement (SBP), Information Technology Division (ITD), Project Delivery Office (PDO), is looking for one or more highly experienced Project Manager(s). The successful resource(s) will manage diverse initiatives involving business systems, processes, and programs; Information Technology (IT) systems and infrastructure; and financial and human resource functions, with impacts spanning multiple Ministries, sector partners, and the broader community.
ITD Project Managers are typically responsible for managing large complex IT projects. Project Managers are assigned to projects as required and may also be expected to comanage projects with other internal ministry Project Managers and/or thirdparty vendors.
Within the PDO, Project Managers are responsible for applying established project management methodologies and processes to ensure the successful delivery of project objectives within approved schedule and budget constraints. Project Managers are also encouraged to contribute to the development and enhancement of management methodologies, practices, and procedures that strengthen the ITD's project management framework. Develop the terms of the detailed project plan in consultation with the Project Leadership Team.
Prepare and maintain the Project Plan and obtain approval from the Project Management Delivery Office and the Executive Sponsor for the assigned project, as applicable.
Ensure the project is undertaken in accordance with the standards, processes and documentation which follow Project Management Institute standards.
Ensure effective project governance by supporting executive steering committees with timely reporting, escalation of risks and issues, and clear recommendations.
Produce deliverables on time, within budget and to specification ensuring project objectives are met.
Ensure the work products and deliverables are completed in compliance with technical standards.
Deliver projects using Agile or hybrid (Agile/Waterfall) delivery approaches, ensuring alignment with approved governance, milestones, and outcomes.
Facilitate integration of project touch points (interconnections) across related projects if required.
Monitor and report on project performance: scope, schedule, cost, and quality of project deliverables.
Identify, monitor and manage risks related to the delivery of the project.
Provide timely communications and reporting regarding projects risks, issues and concerns to the team, Project Sponsors and relevant stakeholders.
Organize and facilitate multi-stakeholder workshops, meetings and prepare presentations.
Work collaboratively with third party vendors and other partners to include their delivery as part of the overall implementation plan.
Develop project change requests (scope, time and cost) while negotiating and sharing financial implications and/or impact with the Project Sponsor.
Manage cloud-based IT projects, including Software as a Service implementations, cloud migrations, or cloud native solution delivery.
Identify changes to resourcing requirements. Mandatory Requirements 1. Project Management Professional (PMP) or PRINCE2 certification. (Copy of Certificate to be included in submission)
2. Demonstrated experience as a practicing Project Manager managing different, complex projects in an IT environment.
The proposed candidate must demonstrate handson experience as the accountable Project Manager for a minimum of three (3) completed IT projects that meet all of the following criteria:
Each project must have all of the below bullets to pass the mandatory:
A minimum project duration of 6 months
A minimum total project budget of $500,000
Multiple stakeholder groups (minimum of three, including business and IT)
At least one external vendor
System integration or cloud/SaaS implementation components
Experience will only be considered where the candidate held endtoend accountability for delivery. Experience limited to coordination, reporting, or partial lifecycle involvement will not be considered.
3. Candidate confirms the maximum blended hourly rate shall not exceed $145.00/hour plus applicable taxes for the duration of the contract.
