The Business Manager / Project Control Managers key objective encompasses four main deliverables. Safety Leadership, Cost & Schedule Control and delivery within stated objectives, Corporate Governance, and Contract Compliance.

Multi-function and stake holder engagement with Finance, Accounting, Logistics, Legal, HR, Corp, and Project Delivery. Understanding of contracting types LSTK, Reimbursable, GMAX, etc. Forecasting cost and schedule with early corrective action and mitigation recommendations to Project Director are a required skill set and job requirements. Corporate reporting, and Project Dashboards are a key component to overall deliverables. Good understanding of downstream as well as supply chain are important attributes as is Risk Management an essential component relative to cost/schedule impact.

SCOPE OF THE JOB i.e. Scope ( Regional, Global, Local)

The scope of the position is Regional. The position delivers results on projects greater than $800,000 through EPC Contractor, plant engineering resources, project team members and contract project managers. The BM/PCM will lead the team on contract compliance issues, governance and reporting against plan. Corrective action will be a primary deliverable with follow-up on implementation working closely with project team and outside stakeholders. Invoice reviews and payments, dashboards, cost reports and forecasts, schedule reports and forecast with a focus on Earned Value. Stewardship reports and presentations to corporate. Safety and safety leadership by example a key component to this leadership position and as such safety participation KPIs will be reviewed periodically throughout the project life cycle

COMPLEXITY OF THE JOB i.e. The occupant manages vendors from different geographical regions with various financial and legal conditions, level and impact of decisions the occupant needs to make.

The job has a high level of complexity, requiring an understanding of contracts, cost, schedule, budgeting, forecasting, and governance as it relates to approvals, audits, and governance. Good understanding of FCPA is a must. Good understanding of full project life cycle activities from conception to operation is essential to manage cost estimates and schedule durations evaluation which impact the projects budget on a regular basis. Forecasting and Cost & Schedule Deliverables of this position impact high level project decisions.

MAIN RESPONSIBILITIES:

  • Perform cost engineering functions including cost forecasting, cost control, change management, cost analysis, supporting budget preparations, cashflow and reporting
  • Support decision making with objective data, working with project leadership team to understand the impact to project implementation
  • Lead all planning, and scheduling functions, including high-level master schedule that incorporates the initial CPM ( Critical Path Method) schedule, control, analysis, and ongoing recommendations for improvement
  • Interface with other project team members, including Engineering, Construction, Procurement, IT, Accounting, Treasury, Tax, Contracts and Legal, to facilitate compliance with execution strategy and objectives
  • Articulate, summarize information and results providing status reports and related project reporting analyses to management
  • Serve as the subject matter expert knowledgeable spokesperson on Project Controls and Business Service functions including but not limited to Schedule Management, Cost Management, Management of Change ( MoC), Contract Compliance, HR interface, Accounting Interface, Procurement Governance, Corp Reporting, Document Control, Contingency run down and supplemental funding.
  • Utilize, develop Project Controls and Business Services documentation and support of PMI/PMO methodologies best practices through all phases of project.
  • Prepare, coordinate, and deliver project controls presentations to internal management
  • Ensure latest concepts, techniques and innovative execution approaches bring a cost and schedule benefit to the execution and are applied to ensure competitive advantage through capital efficiency and lowest total cost of ownership for all new assets.

  • Knowledge of project controls and schedule functions and the ability to plan, organize, budget, and monitor progress.
  • Expertise in Project Lifecycle from concept development through operation

  • Change management and risk analysis
  • Computer skills and proficiency using Primavera, Microsoft Word, Excel, Power BI and Access
  • Project Value through cost & schedule delivery
  • Advanced knowledge of engineering, procurement, contracts, and construction projects
  • Support Value Engineering design process and incorporate results into overall forecasts
  • Management of Sub-Contractors & Prime Contracts
  • Dashboards, data interrogation and analysis

EXPERIENCE REQUIRED ( To perform satisfactorily in this job what types of experience is required?)

  • Project Controls Lead / Manager with 20 years in capital projects within a contractor or operator environment
  • Project Controls experience on mega projects in excess of $800M
  • Experience with directing, planning, and scheduling functions, including schedule development, control, and analysis
  • 15 years experience in project controls, commercial operations, and/or prime contract experience with emphasis on project controls and financial issues
  • Project Control Systems and processes including leading databases and spreadsheet applications.
  • Demonstrated proficiency with project management tools, such as Prolog, Primavera ( P3-P6) and/or Expedition/Contract Manager
  • Upstream or downstream site experience in cost engineering or planning role
