Responsible for oversight of all aspects of engineering for the City of Clermont. Performs professional engineering and administrative work, including design, review, and construction management. Assists in the planning, designing, monitoring and/or managing of projects and programs for new construction, renovation and improvement projects. Serves as a technical consultant concerning the Citys consumption planning and permitting, wastewater, stormwater, road construction, facilities planning, design, and construction. Coordinates with consultants and represents the City on development projects through the development review process. Work is performed with considerable independence under the general supervision of the Planning Director.

This position is exempt. Fair Labor Standard Act overtime provisions will not apply.

  • Develops and designs various solutions to engineering problems; seeks alternatives to designs and approves engineering plans.
  • Oversees the preparation of plans and specifications and the negotiation and administration of contract documents for City projects.
  • Acts as project manager on contracted projects, including inspections, cost management, schedule coordination and monitoring of contract terms and conditions.
  • Coordinates projects with local, state and federal agencies, as well as other municipal agencies, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies/special interest groups, and other parties as necessary.
  • Coordinates with City consultants and represents the city in the reviews and to ensure s all public and private development projects within the City are in conformance with City codes and engineering standards.
  • Keeps current on regulatory rules and implements rule changes.
  • Assists with disaster preparation and/or disaster recovery efforts.
  • Provides technical support for water, stormwater, wastewater, drainage, street construction, land use and landscaping projects; designs and prepares plans, drawings, topographic profiles, diagrams, maps, specifications and time and cost estimates; reviews technical aspects of all projects and makes recommendations regarding bids, contracts and development plans; performs inspections; and affixes professional engineering seal on approved projects, as needed.
  • Serves as technical resource on public services and engineering topics and advises management on organizational policies and Federal and State laws and statutes.
  • Supports and evaluates storm-water systems requirements, City of Clermont water consumptive use planning and permitting, water distribution and waste-water systems enhancements and upgrades, and general development planning and structural engineering.
  • Coordinates and reviews consultant-prepared design drawings, indicating basic design corrections, prepare technical specifications, review engineering plans for compliance with numerous regulatory acts, and other activities.
  • Assists in the evaluation of contract bids, makes recommendations to City Manager regarding feasibility studies, and assists in the management of large-scale construction projects. Uses construction inspection report data to prepare payment estimates as a recommendation for payment of contractors.
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
  • Prepares annual Capital Improvement Plan (CIP) and prepares project design and project management for CIP projects. This includes preparing updates on CIP projects approved by City Council.
  • Oversees all Engineering and Project Management and Inspection services for all Capital Improvement Projects as well as all in-house construction and repair projects.
  • Oversees all right-of-way and easement acquisition and abandonments.
  • Prepares purchase orders, pay requests, change orders, and commission agenda items and other project related paperwork.
  • Coordinates engineering plans and specifications for various in-house new construction and repairs including preparation of Permit applications for various permitting agencies.
  • Knowledge of the principles and practices of civil engineering as applied to the city government; the principles and practices of engineering, architecture, construction management, and project management as applied to maintaining and updating project cost and schedule estimates; the principles and practices of project management and construction contracting; engineering principles; information management policies, practices, and techniques; practices, trends, developments and information sources in the field of construction project cost and schedule estimating; government funding, budgeting, and purchasing requirements; accounting principles relative to budget and construction contract adherence; how to read architectural and engineering drawings; developing working plans and solve engineering problems.
  • Ability to multitask, organize, and prioritize in a busy environment; meet the public in a mature, pleasant manner; evaluate and coordinate with city architectural, planning and engineering consultants; establish and maintain effective working relationships; serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies.
  • Performs related work as required.
  • Bachelor's Degree from an accredited college or university in Civil or Environmental Engineering or related field
  • Five (5) years of responsible public utilities and engineering experience, land development, including project management. Including at least two (2) of those years as a licensed professional engineer.
  • Preferred experience with stormwater, traffic, displacement engineering.
  • Familiarity with ESRI software.
  • Familiarity with FDEP, FDOT, Water Management District standards.

Licenses, Certifications, and/or Registrations:

  • Professional Engineer License with the Florida Board of Professional Engineers (FBPE)
  • Must maintain credentials while employed .
  • Valid Florida Drivers License
In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Physical Demands

  • Continual light work and occasional heavy work.
  • Requires frequent walking and standing, climbing, stooping, reaching, and bending.
  • Good finger/hand dexterity and hand/eye coordination.
  • Good eyesight, hearing, and speech.
  • Regular driving of vehicle.
  • Must be able to wear personal protection equipment (PPE) as required.

Work Environment

Works inside in an environmentally controlled space, but will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time and exposure to construction and water/wastewater site hazards, traffic, and moving machinery during site inspections. It is essential that the City Engineer is alert to safety hazards in the field.
