GENERAL DESCRIPTION OF CLASS

This advanced technical lead position is responsible for supporting a broad range of operational, analytical, and administrative functions. The role involves assisting engineers and professional staff. Key responsibilities include compiling and analyzing technical data, preparing reports for internal use and regulatory agencies, supporting project planning and execution, and maintaining accurate records. The position also requires frequent use of computers and specialized software applications for data entry, modeling, work orders, and technical documentation. Work may also include coordinating with contractors, monitoring budgets, developing cost estimates, and contributing to training or process improvement initiatives. The position requires minimal supervision and demands a high level of accuracy, independence, and professionalism. Work is performed in both office and field environments.

ESSENTIAL FUNCTIONS

  • Monitors, troubleshoots, tests and evaluates protective relays and relay monitoring (Real-Time Automation Control - RTAC) systems for critical plant equipment such as transformers, motors and generators.
  • Performs or oversees high-voltage testing of transformers, generators, motors, cables, breakers and other related equipment. Works with Electrical Engineers to interpret and assess test results.
  • Investigates and troubleshoots low voltage electrical systems used on our plant controls (12 volt, 24 volt and 125 volt DC systems)
  • Facilitates DC battery system testing. Monitors overall health of batteries, chargers, inverters and associated equipment. Maintains test and replacement schedules.
  • Works between electricians and electrical engineers on site to troubleshoot variable frequency drives (VFDs), motors and circuit breakers (switchgear). Coordinates repair scope with shops in the case they have to be tested, refurbished, rewound, or replaced.
  • Performs air pollution testing, non-destructive testing, wastewater sampling, quality control testing, performance testing, etc., as required.
  • Ensures that tests are performed on a schedule to comply with any requirements for state and federal permits.
  • Monitors and compiles daily, monthly, and quarterly environmental air emissions data.
  • Coordinates stack emissions testing activities at LE power generation facilities.
  • Assists in operating and testing power plant equipment, performing pollution control testing, survey work, and non-destructive testing programs.
  • Collects water, wastewater, stormwater, groundwater, solid waste, and hazardous waste samples in accordance with FDEP Standard Operating Procedures, including CoC completion, calibration, and measurements with applicable field instruments, and proper sampling techniques.
  • Uses a multitude of field instruments (such as meggers, leak detection, flow meters, DO meters, pH, etc.).
  • Monitors water quality and evaluates data.
  • Performs analytical testing as required.
  • Performs quality control of field instruments using chemical standards.
  • Maintains official on-site environmental records in an orderly and easily accessible system.
  • Records information on the enterprise environmental tracking system.
  • Assembles and compiles technical data in various formats for internal analysis and submission to government agencies.
  • Develops and administers moderately complex technical construction projects.
  • Operates various computer-aided engineering design programs or tools and produces work orders to support power generation facility construction projects.
  • Performs routine manual and CAD drafting.
  • Assists in preparing forecasts, studies, technical reports, legal descriptions, memorandums, letters, and related documents.
  • Assists in the generation of "Requests for Proposals" or "Bid" packages for simple and complex processes with consideration for practical execution of the "terms and conditions" of the specifications, as well as the technical specifications after award.
  • Maintains an efficient filing and records system for projects.
  • Assists in operating and testing power plant equipment, performing pollution control testing, survey work, and non-destructive testing programs.
  • May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements.
  • Will be required to work overtime or alternate hours at times to maintain the operational continuity of the department.
  • Position is designated as Mission Critical.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE)

  • Associate Degree or 60 college credit hours from an accredited college or university in Mathematics, Statistics, Business Administration, or a science-related field.
  • Five years of progressively responsible experience in data analysis, cost tracking, budgeting, and advanced analytical work involving mathematical concepts, or related experience in a technical, engineering, or regulatory environment.

OR:

  • Successful completion of the Lakeland Electric Lineman Training program.
  • Eleven years of experience in mathematical, technical, or related electronic utility experience.

An equivalent combination of education, training and experience which provide the knowledge, skills and abilities and other competencies necessary for success in the target position may be considered.

SPECIAL REQUIREMENTS:

  • Must maintain City driving privileges/valid driver's license.
  • Must maintain a valid telephone number.
  • May be required to attend meetings and visit job sites at locations other than the primary work location.
  • Must be able to work "call out" as necessary to provide operational effectiveness.

KNOWLEDGE:

  • Environmental policies and regulations, specifically those applicable to Title V air compliance.
  • Personal computers, computer input/output terminals, calculators, and other technical data-processing devices.
  • Basic math, engineering principles, and concepts is required to perform some computations.
  • Various software, including the Microsoft Office Applications of Excel, Word, PowerPoint, Adobe Acrobat Writer, and Outlook.
  • Word processing, computer-aided design (CAD), spreadsheet, database, GIS, and presentation software.
  • General chemistry practices and techniques.
  • Lubrication testing and sampling methods.
  • Operational and analytical requirements for permit compliance.
  • Fuel oil, fuel gas, boiler water cycle, steam cycle, cooling water systems, air systems, and fire protection systems to ensure the needed parts for emergency and contingency major maintenance are on hand.
  • Practices, procedures, standards, and methods used in office and field engineering work in conjunction with utility design or application.
  • Materials and equipment used in the construction, operation, and maintenance of the utility system.
  • Engineering theory, practices, standards, national safety codes, and methods used in office and field engineering for the design and construction of power generation facilities.
  • Applicable technical and safety codes.
  • Engineering and surveying processes.
  • Basic budgetary and accounting procedures and practices.
  • Environmental testing requirements for power plant emissions.
  • Lakeland's service territory, Electrical Transmission and Distribution and Service Construction Standards, the Subdivision and Commercial Development Policy, the Standard Electrical Service Requirement Policy, the National Electric Safety Code (NESC), and the Customer Service Information System.

SKILLS:

  • Performing various tasks using various data-handling machines and devices.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:

  • Sedentary and active work that involves walking or standing at times, exerting up to 30 pounds of force regularly, and routine keyboard use.
  • Operating City general-purpose vehicles (automobiles or pickup trucks).
  • May be performed in an office environment, while other duties may require field work at various outdoor job sites.
  • Occasionally exposes workers to hazardous conditions, including electrical, mechanical, or chemical hazards, as well as exposure to extreme noise levels, dust, pollen, bright or dim lights, extreme cold or heat, wet or humid conditions, fumes, noxious odors, and heights.

Annual Leave

Annual leave is accumulated bi-weekly and based upon years of service as follows:

Annual leave may be taken as earned by employees hired after January 1, 1989. Employees hired prior to that date use annual leave within the calendar year following the year the leave is earned. All employees may carry over up to a maximum of twenty (20) days at the end of the calendar year. Regular part-time employees who work at least twenty (20) hours per week accrue annual leave at the rate of four (4) hours per month.*

Sick Leave

Sick rate is accrued biweekly based upon years of service and standard hour classification. Eligible for use as soon as earned. Regular part-time employees who work at least twenty (20) hours per week accrue sick leave at the rate of four (4) hours per month.

  • NOTE: REGULAR employees with a working day other than eight (8) hours, please contact your supervisor regarding these policies.

Sick Leave Pool

Allows employees to receive sick leave benefits in cases involving catastrophic or long-term illnesses or injuries after all personal leave time has been depleted. Regular full-time employees contribute eight (8) hours and Regular part-time employees contribute four (4) hours on an annual basis. Employees must have completed one full year of service on or before December 31st of the calendar year enrollment; and have accumulated at least forty (40) hours of sick time (twenty (20) hours for Regular part-time employees). Participation in this program is voluntary.

Family & Medical Leave

Federal legislation guarantees up to twelve (12) weeks per year off work under certain circumstances outlined in the policy manual. The employees must have been employed by the City for at least twelve (12) months and have at least 1,250 hours of service during the 12-month period before the requested leave. The City will continue its group life and health insurance for an employee on leave at the same level and under the same conditions that existed while the employee was working.

Provision for retirement income requiring mandatory participation for full-time regular employees.

Plan C Employee 4.52%

Executives, New Hires aged 52 and older, and Fire/Police Recruits

Employee 8.5% or 11% per election upon hire

Deferred Compensation 457 Plan:

A voluntary plan that is invested in mutual funds. The Employees' Pension Board performs the due diligence on the mutual funds. Employees may reallocate their account at any time.

Maximum contribution for 2026 is $24,500; employees age 50 or older can also add a "catch-up" amount of $8,000; employees age 60-63 can also add a "catch-up" amount of $11,250.

Additionally, a match of up to 5% of salary is offered by the City in Plan C.

Holidays

Twelve (12) holidays, includes one (1) personal floating holiday to be used at any time after three (3) months of employment and prior to the end of the calendar year.

Funeral Leave

Up to three (3) days off with pay due to death of an immediate family member (as defined in the policy manual). Up to four (4) hours off with pay may be obtained through supervisor approval to attend local funeral services of persons other than immediate family.

Jury/Witness Duty

Employees required to serve on jury duty will be relieved of responsibility for their regular work shift or portion thereof and receive full pay while serving. All fees received for such service may be retained by the employee. Employees subpoenaed to any civil or criminal court proceeding, which employee is not personally or monetarily interested, shall be paid as if engaged in regular work activities.

Military Leave

Allows for up to 240 hours in any one calendar year for annual military training without loss of pay or benefits for any employee in some type of reserve status for the United States Armed Forces. (see policy manual for additional information).

Maternity Leave

Refer to Family & Medical Leave for those employees who qualify. Others may take up to three (3) months leave of absence available upon approval of the Department Head. Employees may opt to utilize any combination of paid (sick or annual leave) or unpaid leave.

Leave of Absence Without Pay

Written requests are subject to approval by Department Head and City Manager or designee for less than ninety (90) days. Requests for more than ninety (90) days also require Civil Service Board approval for employees in a Civil Service classification.

Longevity Pay

Tuition Reimbursement

Program provides employees up to $2,500 per fiscal year (October 1 through September 30) for reimbursement of tuition of approved college, university, vocational, or correspondence classes upon completion with a grade of "C" or better in credit courses only. Full reimbursement is given for courses and fees, upon approval. The program does not include reimbursement for cost of books, supplies or other related expenses.
