The Construction Project Manager m anages the design and construction process for capital improvement and renovation projects of moderate to large complexity in support of the Agency's mission. Represents the interests of the Agency throughout the planning, design, and construction process of assigned projects. Evaluates and assesses existing building conditions within the Agency to assist in the prioritization, budgeting, and scheduling of upcoming capital projects. Assist in prioritizing and developing Agency's Comprehensive Permanent Improvement Plan (CPIP) and is responsible for quality, schedule and cost control. Coordinates with OSE, DPH, DES, A/Es, and third-party inspectors to ensure compliance with SC laws, rules and regulations pertaining to the construction and modification of SCDVA's property/facilities. Acts as a first responder in emergencies to assess conditions at SCDVA facilities and land.

Responsibilities of the Construction Project Manager I:
  • Provides construction contract administration support to SCDVA maintenance and construction projects in a variety of state-wide buildings using OSE documents and state procurement rules.
  • Responsible for managing and directing the initiation, planning, execution, control, and close-out phases of the project life cycle for assigned construction projects. Determine the scope of work to be completed as directed. Provide the customer with an estimate, cost, and timetable. Arrange work within the agency, external stakeholders, and outside commercial construction contractors.
  • Develops and maintains project work plans incorporating facility condition assessments, and manages scope, schedule, budget, and quality to ensure successful project delivery.
  • Prepares and delivers project status updates and coordinates change requests to ensure agency interests are represented and regulatory requirements are met.
  • Maintains comprehensive project documentation and oversees A/E design development to ensure regulatory compliance, quality standards, and alignment with long-term facility needs.
  • Prepares site plans and technical drawings informed by field assessments and stakeholder input to support accurate project scoping and execution.
  • Conducts facility condition assessments to identify deficiencies, support capital project prioritization, and inform CPIP development.
  • Other related duties as assigned to meet the mission of the SC Department of Veterans' Affairs.

A bachelor's degree in construction management, Engineering, or Architecture with related experience.

Additional Requirements:
  • Position may require overnight travel.
  • Position may require employee to work evenings and weekends.
  • Position requires routine driver duties.
  • Position requires frequent stooping and/or bending.
  • Position requires frequent lifting: 50 lbs.
  • Position requires essential declaration.
  • Position maybe required to report to work during emergency situations.
  • Must have a valid SC driver's license and one (1) year of driving experience without moving violations.
  • This position will spend significant time in the field supervising construction projects throughout the state of South Carolina for the Department of Veterans' Affairs.
  • This will require traveling around the state, inspecting buildings, and managing construction projects and construction contracts.
  • Five (5) years of relevant construction experience.
  • Knowledge and experience of mechanical and electrical system.
