This job description is intended to present a descriptive list of the range of functions and duties assigned to the position. Salary Range: $5,047 - $5,891per month

Summary of Position

Works under the general supervision and direction of the Public Works Director, who assigns projects and reviews work for conformance and departmental expectations. Performs general engineering work involved in the design, review and inspections of capital and development engineering and construction projects including roads, parks, stormwater, water and wastewater systems. Provides technical assistance to the various divisions within the Public Works Department. Coordinating and completing the Citys development engineering review process, permitting municipal code review, capital facilities planning, community planning, and other infrastructure and community related work. Assignments require working knowledge of construction methods and materials, and inspection techniques associated with the work. The individual is required to visit project sites, interact with owners, developers and contractors, explain technical requirements or discrepancies, and prepare field reports documenting inspections activities. Providing engineering recommendations and technical comments; assisting with questions regarding city standards and policies.

Supervision and Direction to be Received

Receives supervision from and reports to the Public Works Director and Public Works Supervisor.

Essential Job Functions

Essential responsibilities and duties may include, but are not limited to, the following:

  1. Reviews private engineering design plans to ensure conformance to City standards.
  2. Performs research on new development standards.
  3. May provide preliminary and final design plans, drafting or C.A.D. drawing, and specification development, for small public works projects.
  4. Provides initial project review comments to other divisions regarding private development applications.
  5. Performs preliminary planning for Public Works projects.
  6. Reviews, final long plats/subdivisions for required improvements.
  7. Writes legal descriptions for rights-of-way, utility easements and annexations as needed.
  8. Interprets engineering record information to the general public developers, and consultants.
  9. Assists with other engineering projects as needed. Provides and collects information, coordinates projects and activities and resolves problems.
  10. Complies with City, County, State and Federal regulations.
  11. Develops and maintains files, records, reports and maintains project schedules.
  12. Performs research, special studies and grant applications.
  13. Establishes ongoing internal and external communications with city staff and contractors.
  14. Performs other related duties and responsibilities as assigned.

Major Work Characteristics

Knowledge of: Civil Engineering practices and techniques, advanced mathematics; general surveying; street, sanitary sewer, storm drain, and water main design; basic design principles and techniques; drafting or C.A.D. and basic planning.

Ability to: develop and oversee Public Works engineering and construction projects from its inception to construction; including roads, parks, stormwater, water and wastewater systems. Interpret land and construction survey notes; read, interpret and explain engineering design/ construction plans and specifications; compute survey control, alignments and gravity hydraulic design; communicate effectively both orally and in writing; prioritizes work, meets deadlines and works well under pressure. Operates equipment associated with the position; establishes and maintains effective and courteous relationships with the public and employees and produces and maintains accurate records and reports.

Licenses, Registrations, and Certificates

Must obtain Basic First Aid Certification within one year. Must maintain a valid Washington State Driver's License.

Minimum Class Requirements

Completion of high school; and any combination of experience and education equivalent to three years of Para-Professional Civil Engineering Technician experience. Associates degree in Civil Engineering Technology preferred.

Unusual Working Conditions

Occasional trips to various projects sites with related hazards such as adverse weather, construction conditions, environmental conditions and traffic. Work is performed mostly in an office setting with prolonged sitting and fine manipulation skills required for computer use. Meetings may occasionally be held in the evening hours as needed. Some work may require outdoors and require combinations of standing and walking, with occasional lifting of 10-20 lbs. The environment can sometimes be stressful in meeting the competing demands and public needs that regularly arise. The noise level in the work environment is usually moderately noisy. The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this position and are not intended to be all inclusive. Must have an ability to hear, speak, and communicate clearly both in person, in writing and on the telephone.
