We are seeking an experienced Project Manager with strong expertise in public sector/state IT delivery, Agile project execution, stakeholder management, and operational project governance. The ideal candidate will have hands-on experience managing application delivery, enhancements, releases, defects, and cross-functional coordination within enterprise or government environments.

The Project Manager will be responsible for leading end-to-end project delivery, managing scope, timelines, budgets, risks, and stakeholder expectations while ensuring successful execution of technical and operational initiatives.

Required Skills & Qualifications
  • 8+ years of Project Management experience in enterprise IT environments.
  • Strong experience managing State Government or Public Sector IT projects.
  • Proven experience with Agile, Scrum, Waterfall, and Hybrid delivery methodologies.
  • Experience managing:
    • Application enhancements
    • Defect remediation
    • Software releases
    • Operational support initiatives
  • Strong stakeholder and client management skills with the ability to communicate effectively with technical and non-technical teams.
  • Hands-on experience managing project schedules, RAID logs, KPIs, budgets, reporting, and operational governance.
  • Experience handling fixed-price and vendor-driven delivery engagements.
  • Strong understanding of SDLC, APIs, integrations, and enterprise application support.
  • Experience using project management tools such as:
    • Jira
    • MS Project
    • Azure DevOps
    • Smartsheet
  • Experience facilitating Agile ceremonies including:
    • Daily standups
    • Sprint planning
    • Retrospectives
    • Reviews
  • Strong risk management, scope management, and change control experience.
  • Excellent communication, presentation, and documentation skills.
  • Ability to work independently and manage client expectations in fast-paced environments.
Key Responsibilities
  • Lead full project lifecycle management from initiation through delivery and closure.
  • Coordinate with business stakeholders, development teams, QA teams, vendors, and executive leadership.
  • Manage project scope, schedules, budgets, risks, and resource allocation.
  • Drive Agile and operational delivery processes while ensuring adherence to KPIs and SLAs.
  • Oversee application releases, enhancements, defect tracking, and maintenance activities.
  • Maintain RAID logs, status reports, dashboards, and executive communications.
  • Ensure proper change management and governance controls are followed.
  • Manage fixed-price engagements and vendor coordination activities.
  • Identify delivery risks and implement mitigation strategies proactively.
  • Facilitate stakeholder meetings, status reviews, and escalation management.
  • Support process improvement initiatives and operational excellence programs.
  • Ensure projects align with compliance, audit, and organizational standards.
Preferred Qualifications
  • PMP Certification preferred.
  • Experience supporting Child Support, Healthcare, Public Sector, or State Government systems is highly preferred.
  • Exposure to .NET applications, APIs, integrations, and enterprise platforms is a plus.
  • Strong operational PM background with experience in reporting, coordination, and delivery governance.
  • Experience managing multi-vendor and distributed team environments preferred.
