The Senior Engineering Technician supports the Planning Departments Development Engineering Division by providing high-level technical review, coordination, and project close-out support for survey documents and a broad range of civil engineering submittals associated with permitting, approval, and recording, in coordination with the Real Property Department. Under the supervision of the Division Manager and engineers, this position reviews plans, record drawings (as-builts), final plats, easements, and related documents to ensure accuracy, completeness, and compliance with applicable codes, standards, and processes. The role also includes processing permit applications, maintaining records, tracking permit activities, processing performance bonds, closing out construction permits, supporting utilities connection permits related, and assisting overall development review functions. This senior level role requires strong independent judgment, the ability to make informed technical decisions, and the leadership skills to guide review processes and support team operations.
This position regularly coordinates with surveyors, engineers, planners, developers, contractors, and property owners, and other stakeholders to provide guidance on requirements and respond to inquiries. As a Senior Engineering Technician, the role supports team operations, assists engineers with day-to-day tasks, and promotes consistent review practices and efficient workflow.
- Provide development engineeringrelated technical information (as-builts, maps, and records) and respond to inquiries from staff, citizens, developers, contractors, engineers, and agencies.
- Deliver customer service through counter coverage, phone, email, and Development Engineering hotline support.
- Review and interpret engineering documents, construction drawings, and survey/land title documents, including legal descriptions, easements, deeds, plats, BLAs, and BSPs.
- Ensure all documents comply with City standards, codes, and applicable state and industry regulations.
- Prepare, review, and analyze survey documents and data using CAD, Bluebeam, GIS, and related tools.
- Interpret and compare engineering drawings and apply them to survey and record drawing (as-built) review and processing.
- Lead and coordinate review and approval of survey-related documents with Planning and Real Property Departments through final recording.
- Collaborate with internal and external stakeholders to clarify project requirements and documentation needs.
- Manage performance bonds, permit-related administrative documents, construction acceptance and warranty processes, utility connection applications, and civil permits.
- Review building permits for consistency with approved civil plans; calculate fees and bonds and verify payment prior to permit issuance; track permit activity and support permit processing and closeout.
- Serve as a lead engineering technician; provide guidance on Development Engineering applications and processes.
- Support process improvements and develop/update standard operating procedures (SOPs).
Education and Experience
- College level course work or graduation from an accredited two-year college or university with a degree in drafting, engineering sciences or related field.
- Seven (7) years experience in an engineering technician-related field.
- Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and Certificates
- Valid WA State Driver's license required
