Under limited supervision, the Project Manager I manages and coordinates strategic and tactical project management activities associated with a variety of large and enterprise wide internal and customer required driven projects, or component parts of larger projects, with moderate to high complexity and risk. Monitors and assists in the oversight of service level agreements and contracts related to projects managed. This includes project planning, project scheduling, scope management, risk management, budgeting and cost control and procurement and contract management.

Responsibilities of the Project Manager I:

  • Serves as enterprise project manager and/or oversight project manager for assigned internal and external (agency) projects. Utilize project management methodologies from the project initiation phase through the project closure phase. Responsible for managing and directing the initiation, planning, execution, control, and close-out phases of the project life cycle for assigned projects. Responsible for tracking and reporting throughout the project life cycle. At project conclusion, closes out each project in a timely and orderly manner with documentation of lessons learned and archiving of essential project documentation.
  • Conducts work sessions to fully and accurately define project scope and requirements. Identifies the resources and skill sets required to complete the project and identifies necessary internal project resources for the project sponsor. Develops project communication plans and ensures that when necessary. They address how external communications will take place (i.e. communicating about the project impact or status with organizational leaders elected officials and/or the general public).
  • Develops project work plan/schedules. Monitors budget (if applicable). Controls scope and schedule to ensure project deliverables, milestones, and required tasks are completed as planned. Identifies potential problems; facilitates problem resolution by determining or recommending and implementing a risk mitigation strategy. Coordinates requests, and recommends changes from original specifications with project sponsor, project team or stakeholders.
  • Prepares necessary documentation (e.g. needs analysis, project charter, business case. feasibility analysis, etc.) to support project initiative. Responsible for the development of project documentation, new services assigned. Develops and maintains required project documentation throughout project to ensure project life cycle. Plans and conducts project status and review meetings. Prepares project status reports and provides updates to project stakeholders and sponsors.
  • Maintains project management expertise and familiarity with accepted best practices through self-study, professional journals, or participation in professional forums.
  • Performs other duties as assigned (e.g. developing DTO's standard project management document and checklists for use on internal and external (agency) projects. Perform duties and conducts self in accordance with all OTO and Admin standards. policies. and procedures. This position is conditionally essential as It provides ESF-2 support.

Minimum and Additional Requirements

A bachelor's degree and experience managing large projects of moderate complexity and risk. Relevant experience may substitute for the required degree on a year-for-year basis. A minimum of 5 years' experience in project management is required.

  • Clear understanding of best practices-based project management principles and methodologies.
  • The employee is expected to work independently, to be self-motivated and work under limited supervision.
  • Must be able to work with a diverse group of professionals in all levels of the organization.
  • Ability to manage work and provide guidance to team members.
  • Ability to work effectively in a team environment to identify, monitor, track, resolve, and escalate issues within established guidelines.

Preferred Qualifications

Seven or more years of project management experience is preferred. Certified Project Management, Project Management Institute, or PMI training, or Project Management Professional certification is a plus.
