KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State's Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities:
Project Management: A) Manages Voluntary Cleanup Program (VCP) projects as assigned by the Unit Manager on environmentally contaminated sites where ongoing investigation and cleanup are occurring. B) Analyzes, interprets, and evaluates investigative and monitoring data/activities and guides remedial progress to ensure projects are completed within reasonable timeframes and as established by State law. C) Routinely evaluates the status of all sites and addresses projects that have stalled in progressing through the program. D) Coordinates project management with other applicable bureaus and programs within the agency and other governmental or regulatory entities. E) Effectively interacts with voluntary parties, their consultants, and the public/other stakeholders to facilitate timely site investigations and cleanups. F) Communicates significant aspects of project management through appropriate chain of command to provide information and/or briefings to management as requested. G) Issues the No Further Action Determination within 60 days of completion of all activities (e.g. well plugging).
Job Responsibilities may include but are not limited to the following:
Technical Document Reviews: A) Provides thorough, quality reviews of project-specific technical documents with a decision in an average of 30 calendar days of receipt and keeps Unit Manager informed weekly when a document exceeds 60 days without a decision. B) Ensures documents are completed within a specific code of policies, procedures, and program quality management plan to ensure that work satisfies relevant statutes, regulations, and program guidance. C) Reviews will be documented through KEIMS and written correspondence with entities conducting such investigations and/or remediation. Various types of communication including written (letter and email) and oral (telecommunication and face-to-face) are expected during document reviews. D) Ensure electronic and hard copies of communications and documents are submitted to the Administrative Record File (paper and electronic).
Field Work/Oversight: A) Provides field oversight and regulatory management to assure that work complies with all applicable state and federal statutes and regulations. B) Conducts a minimum of 2 field audits per year. C) Performs quality assurance/quality control sampling. C) Understands and follows the Quality Management Plan and annually reviews such documents. D) Implements field work in a manner that is safe and consistent with appropriate agency policies and guidelines.
Qualifications
Education:
High School, GED
Licensing & Certification:
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
Minimum Qualifications:
Four years of experience in environmental science with an emphasis on biology, chemistry, geology or related natural science.
Preferred Qualifications:
Word, Excel, PowerPoint, Access
Proofreading, editing, attention to detail
Good communication skills
One year of environmental/geology experience
Post-Offer, Pre-employment Requirements:
Within 6 months of hire, incumbent must pass a physical which certifies the individual can work in the necessary protective gear.
