The Systems Engineer performs intricate work supporting the design, installation, maintenance, and repair of the Countys emergency communications infrastructure. This role is critical in ensuring reliable radio communications, network performance, and emergency response systems. The position also supports emergency management operations and provides technical expertise for major communications projects.
Essential Functions
  • Maintain and service the existing RF (radio frequency) system, including backup systems for new infrastructure.
  • Install, configure, repair, and maintain handheld and mobile radios across the county fleet.
  • Install and maintain emergency response and communication equipment in county-owned vehicles.
  • Maintain and keep the repeater sites cleaned and cleared of weeds, insects, bees, and any other items that make the areas look cluttered and decrease efficiency.
  • Maintain and troubleshoot the Telex Dispatch Radio System.
  • Provide on-site communications and logistical support during emergencies, disasters, and severe weather events.
  • Obtains quotes for purchasing of equipment and software for field test gear and network equipment.
  • Install, configure, and maintain microwave network and RF equipment, including updating network drawings, documentation, change control, and related problem-solving.
  • Monitor network security and performance, ensuring optimal operation and identifying unauthorized activity.
  • Conduct preventative maintenance and system performance checks at scheduled intervals.
  • Maintain accurate and detailed technical documentation, including work orders, tech logs, and on-call reports.
  • Prepare system design documentation relative to the installation and maintenance of various communication and electronic equipment and systems.
  • Provide technical input on network design and equipment procurement.
  • Prepares and maintains technical documentation to guide network users and to assist with the ongoing operation, maintenance, and development of the networks.
  • Serve as a subject matter expert, offering oversight of contractors and staff on:
    • MPLS (Multi-Protocol Label Switching) Microwave Backhaul Networks
    • TDMA Project 25 Digital Public Safety Wireless Radio Systems
  • Mobilizes and demobilizes Mobile Command Center, Mobile Resource Center, and other emergency management resources; installs, troubleshoots, repairs, and arranges for repairs of emergency warning devices and mobile communications equipment.
  • Assist Emergency Management with logistics and operations during disaster response.
  • Assist the Communications Director with special projects and initiatives.
  • Maintain availability for 24/7 on-call support for system outages or emergencies.
  • Establishes and maintains effective working relationships with other County departments, agencies, and vendors within the community.
  • Performs other related duties as assigned
Knowledge, Skills and Abilities
  • Knowledge of the methods of operating two-way communications systems.
  • Knowledge of CAD system(s) and related computer functions.
  • Knowledge of radio code system and teletype procedures.
  • Knowledge of the geography of the County and location of important buildings.
  • Ability to speak distinctly and deal with the general public under stressful conditions while remaining calm.
  • Ability to operate standard office, data entry, and computer equipment and communication consoles.
  • Ability to learn and apply new skills in the area of radio and telephone communications relative to emergency services.
  • Ability to establish and maintain effective working relationships with associates and the general public.
  • Detailed knowledge of public safety radio systems, specifically simulcast systems.
Education and Experience

Minimum Education and Experience:
Associate's degree or its equivalent and a minimum of three (3) years related experience.

Additional Requirements:
  • Valid North Carolina Driver's License
  • NIMS 100, 200, 700, 800
  • Successful completion of Transylvania County standard background check and Department of Justice background security check.
  • Successful completion of drug screening. (Instructions issued by HR at pre-boarding)
