Kforce's municipal government agency, located in Mill Valley, is looking for a Senior Civil Engineer - Sanitary Sewer Infrastructure/Program Manager. This is a long term opportunity. 6-12 month contract to direct hire. This role will oversee a team of about 3.
This is a highly cross-functional role with dotted-line coordination across:
- Maintenance
- Operations
- Design
- Planning
Duties:
- Manage and organize project schedules
- Coordinate with: Designers, Contractors, Consultants
- Serve as direct point of contact for contractors on-site
- Oversee consultants and internal project managers
- Run multiple concurrent sewer programs and initiatives
- Attend 2-4 meetings per day across departments
Field & Office Balance:
- Combination of desk work and field activity
- Access to company vehicle for site visits
- Regular responsibilities include: Site visits for active construction; Morning troubleshooting in the field; Afternoon follow-ups and check-ins
Workload Mix:
- +/- 80% of time focused on sewer-related work
- Remaining time spent on higher-level responsibilities: Stakeholder meetings; Council presentations; Board meetings (typically every 1-2 months, may be after hours)* Active California PE license; Flexibility if candidate holds another state PE and can obtain CA PE quickly
- Direct sanitary sewer infrastructure experience
- Ability to manage multiple concurrent workstreams: Design, construction, reporting, and operations
- Excellent communication skills
- Strong stakeholder communication skills, including: Presentations to city council or governing bodies; Public-facing communication (community interaction, issue resolution)
Proven experience in:
- Managing sewer systems/programs or large-scale infrastructure projects
- Overseeing full design and construction lifecycle
Ability to operate as:
- Program owner and/or technical lead
- Central coordination point across internal teams, consultants, and contractors
- Strong project/program management skills
Nice to Have:
- Prior supervisory or team leadership experience
- Experience conducting sewer capacity studies
- Broader municipal utilities exposure (stormwater, water, underground infrastructure)
- Experience managing: Multiple programs or cross-functional municipal initiatives
- Familiarity with Capital Improvement Programs (CIPs)
- Comfortable operating in smaller or less siloed environments (generalist mindset)
