Overview

The Civil/Environmental Professional Engineer leads the planning, permitting, design, construction support, and regulatory compliance efforts associated with municipal solid waste facilities, environmental infrastructure, and related civil engineering projects. This role provides technical leadership, project management, client service, mentoring, and business development support while collaborating with multidisciplinary teams.

Typical projects include municipal solid waste landfills, transfer stations, landfill gas systems, leachate management systems, stormwater controls, environmental compliance programs, permit modifications, site development, and closure/postclosure care facilities. This is a fulltime position paid biweekly on a salary basis.

Responsibilities
  • Lead engineering projects from planning and permitting through design, construction, and closeout.
  • Manage municipal solid waste, environmental compliance, and related infrastructure projects.
  • Prepare and oversee engineering reports, permit applications, plans, specifications, and construction documents.
  • Coordinate with TCEQ, NMED, ODEQ, EPA, and other regulatory agencies.
  • Develop grading, drainage, stormwater, erosion control, and site development designs.
  • Manage project budgets, schedules, staffing, and client expectations.
  • Review work prepared by engineering staff and provide technical direction.
  • Mentor EITs and junior engineers.
  • Support business development, proposals, client relationship management, and project pursuits.
  • Serve as Engineer of Record and seal engineering documents where appropriate.
  • Perform other duties as assigned.
Qualifications
  • Collaborate with team members to develop proposals, scopes, and fees.
  • Collaborate with CADD technicians and EITs to develop Construction Drawings and Specifications.
  • Bachelor's degree in Civil Engineering, Environmental Engineering, Agricultural Engineering, Biosystems Engineering, Biological Systems Engineering, or a closely related engineering discipline.
  • Professional Engineer registration in Texas, New Mexico, or Oklahoma.
  • Ability to obtain and maintain registration in Texas, New Mexico, and Oklahoma.
  • Minimum 5 years of progressive engineering experience; 7+ years preferred.
  • Experience with environmental permitting and regulatory compliance.
  • Experience managing projects and client relationships.
  • Strong technical writing, communication, and organizational skills.
