SALARY RANGE: 96,012.80 - 148,824.00 YEARLY

General Summary:

The Senior Estimator, Project Manager is responsible for both planning work through precise cost and resource estimation and overseeing the successful execution of those projects. This position bridges the gap between preconstruction and construction operations, requiring high-level strategic planning, financial management, and leadership skills. As such, the position responsibilities also include mentoring and developing less experienced team members in key competencies. The Facilities Project Manager must possess expert knowledge in all aspects of planning, contracting, and managing construction. Engineering competency required includes the ability to establish project plans for installing complex building structures, exterior land improvements, critical utilities, building automation systems, and medical equipment. Must be able to apply knowledge of facility operations and construction phasing, particularly within operational facilities, to progress projects safely and productively. A working knowledge of life safety, NFPA, and other applicable building codes is required to ensure quality and compliance throughout the project process. Must also be able to establish and maintain a culture of safety aligned with OSHA and other Authorities Having Jurisdiction (AHJs) requirements throughout the project process.

Department team members are authorized to have limited access to secured medication rooms to perform duties and responsibilities as defined in this job description. Any staff member requiring limited access to secured medication rooms must have a fully completed and signed Medication Security Agreement for Non-Licensed Personnel form on file and available upon request.

Responsibilities:

1. Preparation of Detailed Cost Estimates: Develop comprehensive, "hard dollar" estimates for complex projects, including detailed quantity takeoffs for labor, materials, equipment, and subcontractor costs. Manage a comprehensive database of actual historic project costs to serve as a basis of comparison for bids received.
2. Subcontractor and Supplier Procurement: Solicit, evaluate, and negotiate bids from subcontractors and suppliers, ensuring competitive pricing and that proposals are complete and accurate to the scope of work.
3. Project Scheduling and Planning: Develop preliminary construction schedules during the bidding phase and create detailed project schedules on awarded projects, including sequencing tasks and managing material delivery dates. Coordinate schedules with stakeholders to minimize project impact on normal operations.
4. Risk Management and Analysis: Analyze project risks, identify potential scope gaps, and develop contingency plans to mitigate issues that might impact cost or time, such as unknown site conditions.
5. Contract Negotiation and Administration: Manage the contract negotiation process, ensuring all contractual requirements are met and reviewing all project documentation for accuracy.
6. Budget Monitoring and Cost Control: Monitor project expenditures and review daily job sheets to ensure compliance with the established budget. Provide regular cost forecasts for project completion, facilitating timely and on-budget delivery. Compare actual costs to allocated budgets, analyze discrepancies, and generate forecasting reports to proactively identify and address potential overruns.
7. Change Order Management: Identify, price, negotiate, and process change orders throughout the project lifecycle, ensuring all changes are accurately documented and approved.
8. Site Visits and Constructability Reviews: Physically inspect site conditions to assess constraints, and review blueprints, specifications, and drawings to propose solutions for conflicts or design improvements. Plays a prominent role in ensuring that Bayhealth construction standards are upheld. Ensuring work complies with drawings and specifications by conducting site visits, monitoring progress, and managing quality standards throughout the construction phase.
9. Stakeholder Communication and Coordination: Serve as the main point of contact for Bayhealth interacting and coordinating with stakeholders, architects, engineers, consultants, contractors, superintendents, vendors, etc. Leads project meetings and information sessions to resolve issues and maintain project momentum.
10. Mentorship and Technical Leadership: Train and mentor junior estimators and Construction Managers on estimating methods, software, and best practices to improve team capability and ensure department goals are met.
11. All other duties as assigned within the scope and range of job responsibilities.

Required Education, Credential(s) and Experience:

  • Education:
  • Associate Degree Construction Technology
    ; Or an associates degree in business or general studies.
  • Credential(s): None Required
    ;
  • Experience: Required: Five (5) years of relevant experience delivering construction projects of like scale and complexity, including financial understanding and experience in project budget management principles and cost control; construction contract negotiations and claims management; risk management and mitigation.
