The Role
Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
Must Have
Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design; Master's Degree and 4 years of relevant experience
One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:
NNS Apprentice School graduate
Navy Nuclear Power School (NNPS) graduate
Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
Military Paygrade E-5 or above military experience
High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
A relevant professional certification can be substituted for a Bachelor's Degree.

The Networks, Software, and Cybersecurity (NSC) section of the Propulsion & Reactor Engineering Planning Yard (PREPY) is seeking a leader for a new group, focusing on lab infrastructure, engineering tools/processes, purchasing/receiving, and cost management. With the merger and re-structuring of the PREPY, dedicated support is now needed as the NSC section centralizes aspects of our Nimitz and Ford-Class work. The ideal candidate will be empowered to create new processes, methodologies, and tactics to execute the job functions.
Duties of the team will include, but will not be limited to:
Defining our Scope of Work for our WBS in accordance with contractual requirements and justifiable Basis of Estimates (BOE)
Developing schedule, labor, and cost profiles for current and future projects
Serving as the engineering business conduit between the NSC Staff, Engineering Management, and contract Project Management Offices (PMO) perform liaison services in support of ordering material (consumable, lab equipment, software/licenses) and ensuring purchases meet business needs
Enabling teams to execute their projects by ensuring multiple off-network laboratory systems are continuously operational and compliant
Executing configuration management and change control activities for computer-based systems
The ideal candidate will have professional experience or knowledge of:
Contracting, procurement, labor resource planning, scoping/estimating, and enterprise business tools (COGNOS, SAP, SharePoint, etc)
Information Technology, Cybersecurity, and Computer-based equipment
Managing long-duration, high-cost projects
The ideal candidate will have these characteristics:
Able to work under consultative direction towards long-range goals and objectives
Able to navigate through ambiguity and change, and to adjust approaches and strategies as needed to meet evolving business needs
