About the Role \:
EOHHS is seeking an IT Project Manager II to lead mediumsized technology initiatives within the Office of the Secretariat Chief Information Officer (SCIO). The role oversees all phases of the project lifecycle\: planning, execution, monitoring, and delivery; ensuring solutions meet both business and technical requirements.
The position applies established project management methodologies, including Waterfall, Agile, and Scrum, to deliver projects within defined scope, timelines, and governance standards. Success requires strong analytical skills, technical understanding, and the ability to communicate risks, impediments, timelines, and budget impacts to senior IT and business leadership.
The IT Project Manager II provides technical expertise and leadership, identifies obstacles, recommends alternative strategies, and ensures effective collaboration with IT teams, business stakeholders, and vendors. The role requires the ability to navigate complex technical scenarios and drive projects to successful completion.

Schedule\: Hybrid | MondayFriday, 9\:00 AM5\:00 PM (subject to operational needs)
This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. The Project Manager is expected to occasionally travel to different Boston/Wakefield/Quincy office locations.
Responsibilities \:
Project Planning & Execution
- Develop project plans, milestones, and detailed activities.
- Define requirements and ensure alignment with business and technical needs.
- Create work breakdown structures, checklists, and supporting plans (risk, change, testing, quality).
- Provide weekly status and risk updates to the Office of the SCIO.
- Monitor progress, dependencies, deliverables, and technical specifications.
- Manage scope and change control processes.
- Ensure solutions comply with Enterprise Technology and Security Standards.
Stakeholder & Vendor Coordination
- Serve as primary point of contact for assigned projects.
- Lead weekly vendor status meetings and biweekly crossfunctional meetings.
- Collaborate with product owners on backlog items, scrums, and sprint reviews.
- Deliver presentations to customers, agency staff, and leadership.
Risk, Issue, and Quality Management
- Identify impediments and develop mitigation strategies.
- Resolve data quality issues with business stakeholders.
- Report technical issues and contribute to process improvement efforts.
Budget & Procurement
- Partner with the IT Financial Analyst on project budgets and funding requests.
- Support procurement activities for goods and services.
Team Leadership & Support
- Lead project status meetings and guide project teams.
- Train or mentor new employees and/or supervise Level I staff.
- Ensure deliverables meet user requirements and follow PMO and PMI best practices.
Administration
- Support administrative functions related to project operations.
- Assist with planning offsite Executive Management meetings and events.
- Participate in ad hoc projects, providing coordination and documentation.
- Contribute to crossfunctional efforts that improve efficiency and communication.

Work at Home/Remote Requirements\:
Must ensure designated work area is free from distractions during work hours and virtual meetings. Must provide a high-speed, uninterrupted modem for a remote workspace.
Preferred Qualifications\:
Experience creating and implementing project plans and schedules according to project goals and objectives.
Demonstrated ability to work in a team environment with team members, peers, management, and business stakeholders.
Demonstrated ability to prioritize, execute, and manage work in a matrixed, highpressure environment.
Working knowledge of project management concepts as defined by PMI.
Knowledge of Agile/Scrum concepts.
Knowledge of ITIL concepts.
Proficiency with Microsoft Office (Word, Excel, PowerPoint, Access, Visio); Power BI or Adobe tools preferred.
General understanding of IT processes or technology concepts.
Strong teamwork skills and ability to recommend process improvements.
Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and nonIT business users.
Strong oral and written communication skills with the ability to communicate to all levels of the organization.
PMI and Scrum Master/Product Owner certification.
Ability to conduct planning, risk assessments, and mitigation strategies.
Ability to build strong working relationships across technical and business teams.
Ability to handle confidential information with discretion.
Ability to work independently on routine tasks with minimal supervision.
Qualifications Required at Full Performance
Proficiency in Waterfall, Agile, and Scrum.

Licenses and Certifications
None required. PMI and Scrum Master/Product Owner certifications are beneficial.

Minimum Entrance Requirements\:
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions\:
I. An Associates degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelors degree or higher in a related field may substitute for the required experience.

Salary placement is determined by a combination of factors, including the candidates years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Divisions Hiring Guidelines.
