Position Description:
Are you looking for a change of pace in your career? Harris County Precinct 4 is seeking an experienced and enthusiastic Project Manager within our Engineering and Construction team. In this diverse and fast paced role, the primary focus of the successful candidate will be Precincts representative overall responsible individual in the design and construction of complex horizontal infrastructure projects including road and bridge widening and construction, operational traffic improvements, neighborhood level drainage improvements.
Projects are delivered in close collaboration with the Harris County Office of the County Engineer, the Harris County Flood Control District (HCFCD), external engineering consultants and construction contractors, and other Precinct 4 teams including Planning and Communications. The successful candidate will work collaboratively with the project team and Precinct 4 leadership to address and resolve design and construction issues that may arise. Addressing project-related issues raised by constituents in an emphatic and customer-focused manner is a critical skill.
Duties and Responsibilities:
Act as the Precincts representative on various road and bridge widening and construction, operational traffic improvements, and neighborhood level drainage improvement projects through the scoping, study, design, bid, and construction phases.
Work closely with Harris County Office of County Engineer and external consultants to monitor and review assigned projects to confirm compliance with approved scopes, budget and schedules.
Collaboratively work with the project team to resolve design and construction issues which arise during the project.
Review design deliverables for compliance with Precinct goals and objectives.
Report on project status to Precinct 4 leadership on an ongoing basis.
Respond to inquiries from constituents, senior staff and elected officials as required.
Prepare financial documentation and updates, work with Precinct 4 Finance team to determine project cash flows on a current and pro forma basis.
Communicate with constituents and other members of the public to resolve complaints and issues resulting from construction projects.
Perform other duties and take on responsibilities that may be added or revised.

Education:
Associates degree in Architecture, Engineering, Construction Management, Planning, or related field.
Licensure:
Valid Texas drivers license upon hire and a good driving record.
Experience:
Five (5) or more years of project management experience in the design and/or construction of commercial, industrial, or institutional buildings; horizontal infrastructure such as roads, bridges, and utility installations; industrial site development; or any combination of these.
Knowledge, Skills, and Abilities:
Understanding the full project life cycle from inception through construction.
In depth knowledge and comprehension of industry standard Project Management processes and procedures with experience in its practical application.
Exceptional written and verbal communication skills, including the ability to mediate between parties with differing or contradictory opinions on achieving a resolution.
Exceptional customer service and communication skills.
Able to effectively communicate technical concepts and issues to non-technical individuals.
Ability to identify and resolve various design and construction issues.
Self-motivated with the capacity to work independently and/or with limited supervision.
Possesses excellent organizational skills.
Adept in working with changing priorities.
Proficient in Microsoft Office applications.

Education:
Bachelor of Science in Architecture, Engineering, Construction Management, Planning, or related field.
Certifications:
Professional Engineer (PE) licensure.
Registered Architect licensure.
American Institute of Certified Planners (AICP) certification.
Project Management Professional (PMP) certification.
Envision Sustainability Professional (ENV SP) certification.
Certified Floodplain Manager (CFM) certification.
Experience:
Eight (8) or more years of project management experience in the design and/or construction of road, bridge, and/or vertical infrastructure directly for or on behalf of a governmental entity in the State of Texas.
Position Type and Typical Hours of Work:
This is a full-time position (40 hours per week), Monday through Friday, 8:00 AM to 5:00 PM.
Hours may vary based on business needs, including attendance at public meetings and other industry events outside of normal working hours.
Additional hours may be requested during emergency events, including providing coverage on a twelve (12) hour on-call shift basis.
Work Environment:
This job operates primarily in an indoor office setting, however field visits to active and non-active construction sites, as well as various public facilities, are to be expected on a periodic basis.
This job requires regular travel within the limits of Harris County, either within personal or County owned vehicles.
Physical Demands:
Potential physical demands of this role include sitting for extended periods, walking in an outdoor setting for a distance greater than one (1) mile on uneven surfaces, standing for extended periods of time at various community meetings and events, and driving a vehicle through varying traffic conditions for extended periods of time.
During emergency situations, physical demands may also include the ability to work in inclement weather and lifting and/or moving objects up to twenty (20) pounds in weight.
