Education and Experience:

Education equivalent to graduation from high school and four (4) years of relevant transportation operations experience and completion of the Engineering Technician Proficiency Program levels I through III

OR

Education equivalent to graduation from high school and four (4) years of relevant transportation operations experience including at least one (1) year of experience with leading crews or teams on assignments and/or training employees, including effective communication through active listening, and providing verbal and written instructions

Substitution of Education for Experience:

An associate degree in a related field of study may substitute for 2 years of experience in the related field as outlined in the position description.

Relevant transportation operations experience should be full-time work in a combination of the following areas:

  • Transportation-related construction and quality control inspections
  • Materials and testing
  • Surveying
  • Transportation project operations and documentation
  • Transportation Systems Management and Operation (i.e., Freeway, Intelligent Transportation Systems (ITS), EMS, Freight, TIMs, Integrated Corridor Management (ICM) systems, and Active Transportation and Demand Management)

Necessary Special Qualifications

  • Possess and maintain a Class D driver's license valid to operate vehicles in the State of Tennessee
  • Some positions within this classification may require candidates to possess and maintain, or obtain at their own expense and within 11 months of hire or promotion to this classification, a Class A Commercial Driver's License with an N endorsement without a Code O restriction (Code 52 restriction is allowable) that is valid in the State of Tennessee.

Conditions of Employment

  • Must pass a drug test prior to employment for commercial driver and safety impact positions. Commercial drivers and safety impact employees will be subject to additional drug and alcohol testing during employment.
  • Incorporating overtime, weekends, and night shifts into their schedules as work schedules dictate, including on-call rotation
  • Extended durations outdoors in extreme weather conditions
  • Working in and around construction and vehicular traffic
  • Walking on uneven terrain
  • Climbing ladders and construction scaffolding
  • Carrying equipment and samples in excess of 25 pounds

Overview

The Construction Engineering Technician 4 plays a crucial role in providing expertise and independent oversight to both Region Operations and construction, engineering, and inspection (CEI) personnel for the full spectrum of inspection required during any TDOT transportation infrastructure construction project. This position must be an expert in all aspects of the methods and materials that contractors are allowed to use in the construction of transportation infrastructure. The Construction Engineering Technician 4 assists with identifying potential construction challenges, minimizing variability in construction operations, and ensuring the sustainability of the Department's Work Program.

The Construction Engineering Technician 4 assists the Construction Inspection Supervisor to ensure Department specifications, policies, technical guidance, and procedures are followed in the construction of TDOT's projects. This position must work effectively on a project site, with contractors and subcontractors, and with suppliers/producers. The Construction Engineering Technician 4 must be able to articulate technical concepts through training, mentoring, and collaborating as part of a matrix organization.

Responsibilities

Assist with supporting Project Teams and the efficient delivery of TDO's Work Program by serving as a construction specifications and project oversight subject matter expert (SME). Assist with any project issues from TDOT Construction, contractor, supplier, or producer perspectives.

Integrate Quality Management into all deliverables to help ensure all independent project oversight is timely, accurate, and sufficient to meet both federal and TDOT requirements. Independently produce data, reports, and technical drawings ensuring consistency, quality, and desired accuracy.

Guide in-house and CEI field crews in conducting independent project oversight requirements. Estimate time and equipment needed to accomplish required project inspection and make decisions in the field needed to accomplish oversight requirements and keep on schedule.

Assist with maintaining and monitoring training schedules and generating reports on training activity, personnel testing certifications, and progress. Assist with the administration of the Construction Proficiency Program. Deliver complete and accurate data required for materials certifications.

Assist with guiding and training in-house and CEI personnel to ensure adequate project inspection and oversight is conducted to meet oversight requirements.

Remain current on the broad array of construction methods and practices, and the appropriate specifications and contractual requirements for all. Remain current on the broad array of materials incorporated into TDOT transportation infrastructure projects. Act as a guide in the conduct of project oversight and inspection. Provide input on relevant specifications and reporting technologies and techniques that contribute to delivering the Department's Work Program.

Assist in ensuring that project inspection and oversight deliverables are consistent, predictable, and repeatable to provide consistently high levels of achievement, mitigation of risk, and an established track record of success. Assist in analyzing and tracking all oversight data sets to ensure conformance to maximum error limits. Monitor, maintain and track physical assets and inventory, as required.

Provide exceptional customer service to internal and external project stakeholders by facilitating the sharing of acquired knowledge. Ensure project site testing data is easily accessible and organized. Assist Project Teams and stakeholders in understanding oversight requirements by exercising effective listening skills and communicating effectively.
