Project Manager - Federal Construction
Location: Corpus Christi, TX
Job Summary
The Project Manager (PM) supports the successful delivery of federal construction projects from preconstruction through closeout and government acceptance. The PM works closely with senior leadership, field supervision, subcontractors, and federal agency representatives such as USACE or NAVFAC. Responsibilities include coordinating submittals, managing cost and schedule activities, supporting quality and safety programs, and ensuring compliance with federal contract requirements. The PM helps maintain strong communication with government officials, design partners, and trade contractors to keep the project progressing safely, on schedule, and within budget.
Primary Duties
Safety & Compliance
- Support and promote a strong Safety Culture aligned with USACE EM 385-1-1 or NAVFAC safety requirements.
- Assist field teams in enforcing site-specific safety procedures and federal safety standards.
- Participate in safety inspections, training, and pre-task planning.
- Report incidents, near misses, and hazards promptly.
- Assist in managing field construction activities and engineering coordination in accordance with federal contract documents,
- Serve as a day-to-day point of contact for USACE/NAVFAC representatives, QA personnel, and government inspectors.
- Ensure work complies with federal specifications, UFCs, UFGS, and agency-specific requirements.
- Coordinate subcontractor activities to maintain compliance with scope, schedule, and quality expectations.
- Conduct regular project walks to monitor progress, quality, and safety.
- Support development and maintenance of the project schedule (Primavera P6 preferred).
- Track progress, identify delays, and assist in developing recovery plans.
- Prepare monthly cost reports, cash flow updates, and owner billings in accordance with federal reporting standards.
- Assist in reviewing cost reports and analyzing productivity trends.
- Monitor procurement activities to ensure timely delivery of compliant materials and equipment.
- Review and process RFIs, submittals, and shop drawings for compliance with federal specifications.
- Maintain accurate project documentation and ensure timely communication with government QA personnel.
- Assist with equipment planning and ensure proper utilization and maintenance.
- Support the project's Quality Control Program in alignment with USACE/NAVFAC requirements.
- Assist the QC Manager with implementing the Three-Phase Control System (Preparatory, Initial, Follow-Up).
- Coordinate with architects, engineers, government inspectors, and owner representatives to resolve project issues.
- Participate in regular coordination meetings with project supervision and subcontractors.
- Maintain strong working relationships with federal agencies and local authorities for permitting, inspections, and compliance.
- Support enforcement of company safety procedures, OSHA standards, and EM 385-1-1/NAVFAC requirements.
- Perform additional tasks as assigned to support successful project delivery.
Qualifications
Bachelor's degree in Construction Management, Engineering, or related field preferred.
Equivalent education, training, or experience may substitute for a degree.
Five (5) to seven (7) years of construction management experience preferred.
Experience on federal projects (USACE or NAVFAC) strongly preferred.
Familiarity with federal contracting officers, QA representatives, and government inspection processes.
Requirements
- Working knowledge of Primavera P6, Excel, Word, and MS Project.
- Understanding of EM 385-1-1 safety requirements and federal safety compliance.
- Ability to coordinate project teams and support project goals.
- Strong communication, organization, and problem-solving skills.
- Familiarity with federal project controls including cost reporting, schedule management, and documentation.
- Knowledge of commercial and federal construction practices.
- Understanding of federal contract types, General Conditions, and FAR-based requirements.
- Familiarity with federal insurance programs such as SDI, Builder's Risk, OCIP, and CCIP.
