ARM Group LLC is seeking a Senior Project Engineer who will collaborate with a dynamic team of engineers, scientists, project managers, CAD designers, survey staff, and other technical personnel to support land development and civil engineering projects throughout Pennsylvania and the surrounding states. The primary function of this position is to provide senior-level technical leadership, project coordination, quality control, mentorship, and engineering support for complex civil and survey-related projects including commercial, retail, multifamily, mixed-use, industrial, and institutional developments. Areas of emphasis include site design, grading and drainage design, utility coordination, roadway design, erosion and sediment control plans, stormwater management design, permitting coordination, technical report preparation, and overall project execution oversight. A strong working knowledge of civil engineering principles, Pennsylvania permitting requirements, and land development best practices is required. This role involves identifying and solving engineering, permitting, constructability, and coordination challenges that may impact project feasibility, schedules, budgets, or delivery performance. In addition to technical production responsibilities, the position will support QA/QC efforts, mentor junior staff, coordinate with clients and regulatory agencies, assist Project Managers with project execution, and participate in proposal development and selective business development initiatives. Requirements Lead and support the preparation of design drawings, technical reports, permit applications, and engineering documents for land development projects. Perform and review technical calculations related to grading, drainage, utilities, stormwater management, and erosion and sediment control design. Coordinate technical project execution with CAD designers, survey staff, junior engineers, and project managers. Review engineering plans and documents for quality, accuracy, and QA/QC compliance prior to final submission. Identify engineering, permitting, and constructability challenges while developing practical technical solutions. Communicate with clients, regulatory agencies, contractors, and internal project teams throughout project execution. Provide mentorship and technical guidance to junior engineering staff. Assist with project coordination, scheduling, technical delivery, and workload management across multiple projects. Support proposal preparation, client meetings, and selective business development efforts as needed. Observe and support field activities, construction coordination, and project documentation when required. Base Requirements: Bachelor's degree in Civil or Environmental Engineering, or related engineering discipline. PA Professional Engineering (P.E.) License is required. Minimum 6+ years of relevant engineering experience including land development, site design, stormwater management design, erosion and sediment control design, permitting, and project coordination. Strong technical knowledge of Pennsylvania Stormwater Management Regulations and land development permitting processes. Experience performing and reviewing Hydrology and Hydraulics (H&H) analyses including stormwater runoff modeling, drainage studies, and floodplain evaluations preferred. Demonstrated experience coordinating technical project delivery and mentoring junior engineering staff. Experience with AutoCAD Civil 3D, HydroCAD, and related engineering design/modeling software. Strong understanding of QA/QC procedures and technical document review processes. Excellent communication and interpersonal skills with the ability to effectively interact with clients, regulators, contractors, and internal project teams. Strong organizational and time management skills with the ability to manage multiple complex projects and priorities simultaneously. Strong technical competency, analytical ability, and engineering judgment. Ability to work independently while also collaborating effectively with multidisciplinary teams. Detail-oriented with strong problem-solving abilities and commitment to quality project delivery. Reasonably proficient in MS Office 365 including Word, Excel, and PowerPoint, and Bluebeam Revu or similar PDF editing software. Preferred Requirements: Experience with HEC-RAS or similar hydraulic and floodplain modeling software. Extensive experience utilizing AutoCAD Civil 3D design tools. Experience supporting project management activities including budgeting, scheduling, and client coordination. Experience mentoring junior engineering staff and leading technical project execution efforts.
