ABOUT THIS POSITION
The Office of the City Engineer is currently seeking a Procurement Manager. The position will be responsible for managing Citywide design and construction procurements, which include: RFPs, RFQs, IFBs, RFQUs, revenue contracts, etc. The position will coordinate, review, and approve Citywide Procurement Plans, along with regularly meeting with department divisions to keep procurements on track.
The Procurement Manager will be responsible for supervising, planning, directing, and managing the activities of the Office of the City Engineer Design and Construction Procurement staff. Additionally, this position will act as a liaison between the procurement staff and the Central Procurement section of the Finance Department, in addition to vendors and contractors.
The successful candidate will interact professionally and build effective relationships with city staff at all levels of the organization; take initiative and work independently; manage a complex workload and job responsibilities in a balanced, efficient, effective manner; and demonstrate superior customer service, integrity, and commitment to innovation, efficiency, and fiscal responsibility.
Responsibilities:
- Interpret and review contracts for accuracy and changes prior to bid or renewal.
- Ensure department contracts are renewed or executed by established deadlines.
- Monitor existing contracts.
- Develop, review, and approve administrative, purchasing, and clerical procedures.
- Respond to bid protests in writing, over the phone, and in person.
- Establish priorities, assign workloads, and assist with sensitive and complex procurements.
IDEAL CANDIDATE
Ability to:
Obtain the Certified Public Procurement Officer certification.
Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
Break down complex information into comprehensive parts, ask questions, synthesize and analyze.
Manage multiple projects at once and meet deadlines.
Use data to improve processes and outcomes.
Knowledge of:
City Policy and Procedures related to Procurement.
Laws, ordinances, and regulations governing Procurement, in particular A.R.S Title 34.
The Design and Construction Industry.
Project management principles and best practices.
SALARY
Pay Range: $90,916.80 - $127,920.00 annually.
Hiring Range: $90,916.80 - $110,510.40 annually.

MINIMUM QUALIFICATIONS
- Four years of experience, two of which involved supervising the procurement activities of a high-volume governmental procurement section including experience in contract administration and contract writing.
- Bachelor's degree in business or public administration, engineering, science or a related field, or certification as a Certified Public Purchasing Officer or Certified Purchasing Manager.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Experience in/with:
Serving as a client manager.
Conducting technical reviews.
Title 34 procurement standards.
Supervising procurement activities.
Supporting Executive Level Management.
Contract administration and contract writing.
Providing professional-level customer service.
Creating and facilitating meeting presentations.
Developing and training a multi-disciplinary team.
Managing complex programs and projects with staff.
Professional certifications that pertain to CIP Procurement.
