The Senior Project Manager is a senior-level role responsible for managing the full life cycle of highlyplex or large projects, ensuring that all goals and objectives are met within the prescribed timeframe, budget, and to customer satisfaction. This position provides leadership to project teams and maintains positive relationships with stakeholders. Additionally, the role involves managing the analytical support for the DAG and DHA Front Office. This position plays a key role in monitoring, evaluating, forecasting, and reporting progress towardanizational goals, aiding strategic decision-making, and participating in yearly strategy development and continuous execution. This role is required to be onsite in the Falls Church, VA area.

ESSENTIAL REQUIREMENTS
Secret Clearance is required. The ability to obtain, maintain and access classified information at the Secret level.
Demonstrated experience supporting the Department of Defense (DoD) Military Health System (MHS), Department of Veterans Affairs (VA), or other federal healthcareanizations.
CONUS and OCONUS Travel may be required up to 15% of the time.
SME on DOD/VA military health operations and policies is highly preferred.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Provides program management support, leadership, andmunication to Director, DoD/VA Support Office, and program stakeholders.
Tracks all initiatives across DoD/VA partnership programs, develop and maintain project plans, schedules, and status reports. Monitor and manage risks.
Oversees the development of processes and procedures. Collaborate with government staff to resolve functional or technical work problems not covered by procedures or policies to support matters that may affect operations.
Contributes ideas and solutions to address process gaps proactively and when obstacles are identified to maintain project integrity and timelines.
Gathers, investigates, and analyzes information affecting interdepartmental operations. Participate with executive leaders in planning, policy, process & procedure development, and problem resolution.
Ensures strategic alignment with DHA and DoD/VA initiatives.
Represents DHA on intra and interdepartmental working groups and forums, contributing as a key member of the team.
Prepares briefs and reports for the program. Develop reports for inquiries from internal or external sources to represent accurate status of projects.
Maintains a solid customer relationship and assure customer satisfaction with the successful execution of the project.
Interfaces with internal project teams, management, customers, and suppliers. Maintain timelymunications and develop collaborative rapports with solutions-oriented approaches.
Seeks opportunities to expand business. Participate in proposal and solution development for additional project opportunities.
Manages project scope, deliverables, cost, profitability, schedule, quality, and resources. Meet both on-time delivery and budgetary objectives.
Develops and maintains project plans and budgets to guide the execution and control of the project.
Communicates project plans, objectives, timelines, schedules, job assignments, responsibilities, and reporting relationships.
Understands contractual agreements and regulatorypliance related to assigned projects.
Sets, manages, andmunicates project expectations to team members and stakeholders.
Ensures operations are being executed in accordance with CNI policies and processes. Leverage corporate tools and templates w appropriate.
Assigns, manages, and monitors agreements and activities for subcontracts, including reviewing and approving invoices, funding, and ensuringpliance with prime contracts invoicing and payment terms.
Responsible for time collection, invoice approvals, status reporting, andpletion of contract setup checklists.
Upon contract award, works with Contract Administrators to determine work breakdown structures, obtains W-9 and required vendor information, approves billing formats, and assists with workforce setup and maintenance.
Ensures staffing levels/skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees on a regular basis.
Tracks and reports on project milestones and deliverables. Identify and manage project dependencies and critical path.
Collects and disseminates performance information, such as project review data, status reports, progress measurement, and forecasting.
Proactively manages changes in project scope. Identify potential crises and devise contingency plans.
Develops Statement of Work. Assigns, manages, and monitors activities for subcontractors. Perform time collection, invoice approvals, and status reporting.
Oversees the conduct and delivery of the Primary Project Objectives as defined in the contract Statement of Work. Identifies relative quality standards and ensure the highest quality of services are met.
Performs overall project management and reporting functions related to multiple activities being performed across multiple task areas.
Leads the procurement of non-subcontractors as needed to deliver the project requirements.
Implements industry best practices, project management tools, and methodologies.
Ensures project closeout activities are executed and recorded. Documents lessons learned and s with Operations Support Team.
Maintains strong working knowledge and proficiency in MS Project.
Demonstrates skilled proficiency in using Microsoft Office Suite (i.e., Word, Excel, Outlook, Project, etc.).
Providesplete Earned Value Management (EVM) reporting to the clientpany.
Resolves conflicts,plaints, confrontations, or disagreements in a constructive manner.
EDUCATION AND EXPERIENCE
Bachelor's Degree in Business Administration, Public Policy, Health Administration, or related field (Master's Degree preferred) and five to eight (5-8) years of experience in program or project management, preferably within federal or defense healthcare systems.
