SEASONAL STORMWATER INSPECTOR (Engineering Technician III) Recall - Range 14 / AMEA

DEPARTMENT: Project Management & Engineering
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 4700 Elmore Road
This is a seasonal, full-time position which will last approximately six (6) months from the date of hire. Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Example of Duties
This position is involved in compliance activities associated with illicit and industrial discharge requirements of the MOA APDES (Alaska Pollutant Discharge Elimination System) permit. Activities include conducting inspections and enforcement on construction site erosion and sediment controls; coordinating with other divisions and agencies regarding requirements and inspections; responding to citizen complaints; tracking and collecting related data satisfying APDES requirements; educating contractor personnel on permit requirements; enforcing permit requirements; and producing periodic reports of all activities involved in this permitting process; This position gathers information, enters information into a database, assists with development of operation and maintenance agreements, performs inspections of permanent stormwater controls for compliance with storm water treatment requirements and approved designs/plans. Incumbent will use computers to organize job activities; drive to assigned construction sites and perform erosion and sediment control inspections. Create electronic reports, communicate with municipal and construction site personnel regarding violations and/or corrections. Perform complaint follow-up. Perform other related duties as assigned.
Minimum Qualifications / Substitutions / PreferencesHigh school diploma, GED, or equivalent and five ( 5 ) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement and at least one ( 1) year of which must have been at the Engineering Technician II level with Municipality or equivalent elsewhere.
OR
Associates degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department and three ( 3 ) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design CAD), traffic signal control and/or code enforcement and at least one ( 1 ) year of which must have been at the Engineering Technician II level with the Municipality or the equivalent elsewhere.
OR
Bachelors degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department and one ( 1 ) year of experience at the Engineering Technician II level with the Municipality or the equivalent elsewhere.
Must possess a valid State of Alaska driver's license by the time of hire Additional Important Information Preference will be given to returning Seasonal Stormwater Inspector (Engineering Technician III) employees who are eligible for recall, and Anchorage Municipal Employees Association (AMEA) employees. If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.
If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska driver's license and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan driver's license was first issued within one year prior to application, documenting an acceptable driving history.
