Summary
This individual will work independently to make improvements to the traffic flow in the city and be charged with making Garland safer for all travelers. Will utilize engineering expertise to evaluate traffic efficiency and safety problems and be empowered to make both immediate and long-term improvements through the supervision of the implementation. Will be involved with traffic signal timing, design, and evaluation, traffic calming of residential streets, plan review, and coordination with various agencies. Expected to manage projects both internally and with outside engineering consultants. Also responsible for traffic operations, responding to citizen requests related to operational and safety concerns and traffic signal timing.
Salary : $77,563 - $112,486
Essential Duties and Responsibilities
Direct and review the work of engineers in training.
Analyze and implement minor physical improvements to improve traffic flow throughout the City.
Identify and recommend future needs for the City of Garland
Optimize traffic signal timing for everyday travel and for special projects.
Represent the City of Garland Transportation interests at regional collaborative meetings.
Respond on behalf of the Transportation Department through the online Citizen Request Center.
Respond to citizen calls regarding operational issues and use engineering expertise and analysis to resolve all issues proactively.
Collaborate with various City of Garland departments to develop solutions to wide ranging issues.
Work with Bike/Ped Committee, DART, and other departments to improve all modes of travel within Garland.
Work with the management of the IH 635 East project to best utilize the available transportation resources
Assist in the development review process to protect the Citys interests in new development and redevelopment.
Minimum Requirements
4 years of transportation operations engineering experience
Four-year college degree
Licensed PE in Texas or able to obtain within 6 months of employment.
Enthusiastic learner, strong passion for improving traffic flow and safety.
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Education/ Experience:
Masters degree in Civil Engineering or other related field of study
5-10 years of experience in a transportation-related field
Knowledge, Skills & Abilities:
Thorough technical engineering knowledge
Excellent management skills
Eager to try new strategies and introduce new concepts
Thorough understanding of Ethernet networks
Proficiency in traffic control, traffic analysis and Synchro
Proficiency in traffic signal controller programming, especially NextPhase and Intelight
Excellent Technical and Computer knowledge and skills
Knowledge of computer networking and fiber optic systems
Knowledge of Transit priority systems
Knowledge of VISSIM, CORSIM, and SIMTRAFFIC
Knowledge of crash diagramming/analysis and signal and all-way stop warrant analysis
Knowledge of the Texas Manual on Uniform Traffic Control Devices
Knowledge of City ordinances, policies and procedures
Excellent written and oral communication, including handling requests and complaints from citizens
Skill in Microsoft Office including Excel, Access, Outlook and Word
Skill in Cartegraph, TraxPRO, PetraPRO, I-Leads, and Adobe Professional
Skill in using and contributing WAZE data
Licenses and Certifications
Valid Class C Texas driver's license
Texas Professional Engineers License

The incumbent works in a typical office environment. Also requires occasional outside work with the possibility of exposure to unpleasant environmental conditions and/or hazards.
