Actalent is currently seeking a qualified Electrical Engineer Tech for a position in Vancouver, WA.

This Electrical Engineer Tech position will provide electrical engineering tech and data steward support to various Substation Engineering (TEE) organizations at Bonneville Power Administration (BPA). This position will provide confidential and professional data steward services for a wide variety and large volume of project designs, drawings, communications, and associated / related documentation. Data steward services will be conducted following established policy, process and practice and will be provided to any number of Substation Engineering (TEE) sub-orgs, such as Substation Design (TEEC), Substation Project Engineering (TEEH), Substation Project Scoping (TEEL), and the Substation Engineering Support (TEES) to which this position will report.

In addition to the data steward support, this Electrical Engineering Tech will assist in the draft and development of Substation Engineering design related tasks which may include reviewing high voltage equipment drawings, defining, documenting and recommending equipment and material specifications; the evaluation of new equipment, which may include arranging and facilitating any required testing; and, developing / drafting and recommending templates, standards and guidance. The work of this position may also include drafting as-built drawings related to capital and expense projects completed on the BPA transmission system. The work performed by this position will be primarily conducted in Vancouver, WA but there may be occasional overnight travel to project field sites throughout the BPA service territory.

RESPONSIBILITIES

  • Perform a variety of tasks related to proper management, storage, and attributing of engineering data and drawings, both electronic and paper.
  • Serve as a point-of-contact and resource for organizational data steward activities. Provide data stewardship and management of digital High Voltage Project Engineering and other Substation Engineering designs. This work may include maintaining records in the appropriate state; free of encumbrance and hindrance for immediate utilization by internal designers and external contractors; and sustaining the ProjectWise attributes design policy.
  • Utilize tools such as ProjectWise advanced search techniques, and legacy records to locate, research and identify existing drawings and other records relating to BPA Substation Engineering. Assist all Substation Engineering groups in the identification process.
  • Gather data from various paper and electronic engineering drawings or legacy data systems and prepare/tabulate that data for archival in ProjectWise, SharePoint, or another assigned storage / receptacle device.
  • Research missing data points and data quality issues, which may involve using existing paper and electronic records/drawings in various locations to locate missing data or correct inconsistencies. Coordinate with engineers and others to resolve discrepancies.
  • Update and maintain attributes and metadata of Substation Engineering drawings and documents in ProjectWise.
  • Draft and recommend related business rules and workflow processes; assist with documentation and implementation of new or changed business rules, procedures, and processes.
  • Provide technician support to design engineers and technicians within the group in the form of reports, consolidation papers, printing design packages, preparing drawing lists, coordinating release of work-in-process (WIP) designs, and other CAD or technician needs.
  • Provide insight and recommendations into the development of new standards as well as updates to existing standards.
  • Conduct routine review of existing design standards; update as needed using CAD software.
  • Contribute to and/or upgrade SharePoint site by providing access and links to design data, standards and work processes.
  • Review A&E contracted design submittals for adherence to CAD Standards and document control; provide recommendations for corrections to BFTE staff including BPA workplace manager, Team Lead, engineers and/or COR.
  • Review internal design submittals for adherence to CAD Standards and document control; make recommendations for corrections to BFTE staff including BPA workplace manager, Tech Team Lead, and/or engineers.
  • Resolve conflicting or duplicate serial numbering on designs by researching to obtain accurate information and issue corrections as appropriate.
  • High Voltage Equipment Specifications - Drawing Submittals and Database Maintenance:
  • Receive, organize and distribute manufacturer supplied drawings to BPA design organizations and the Project Management Office (PMO) for review and input; perform follow-up with BPA design engineers and other applicable internal org representatives to solicit feedback.
  • Communicate and liaise with multiple manufacturers regarding drawing submittals and feedback received from design teams and the PMO; escalate issues or concerns to the BPA manager, team lead, or COR.
  • Maintain and operate databases (including ProjectWise and SharePoint) and other electronic and paper systems to store, index, track, and attribute engineering drawings.
  • Publish reviewed and approved drawings within the organizations appropriate SharePoint database.
  • Publish manufacturer drawings to ProjectWise database for interaction with external contracted design A&E firms (master service providers) as appropriate or directed by BPA manager.
  • Convert drawings from one media type to another as requested.
  • Substation Design - Document Coordination:
  • Receive, organize and distribute Project Requirements Diagrams and Substation Estimates to BPA design organizations and the Project Management Office (PMO) for review and input; follow-up to solicit feedback from internal BPA org representatives.
  • Publish reviewed documents within the appropriate SharePoint database; create / establish document library, list of other appropriate site as required for new project(s).
  • Provide assistance to other groups requesting high voltage equipment drawings, documents or reports, providing written and verbal assistance with the use of storage devices and retrieval procedures, processes and practices; hands-on assistance pulling information as required.
  • Perform basic filing and document management functions. Create and maintain files and filing system(s) in accordance with compliance requirements. File and disperse documents as appropriate. Verify all official records are accurately maintained for auditing purposes. Maintain file records in accordance with the Information Governance & Lifecycle Management (IGLM) policies and procedures.
  • Electrical Engineering Tech Duties:
  • Draft work from engineers using advanced CAD skills and proper CAD and organizational standards.
  • Assist in the review and modification of diagrams and design drawings, using Micro Station CAD software.
  • Draft work from as-built drawings for capital and expense projects completed in the field. As-built mark-ups may contain drafting from Substation Outdoor electrical equipment, Data Systems, Telecommunication, RAS, and facilities drawings.
  • Consult and collaborate with engineering staff and other personnel to review, discuss and interpret design concepts; define and/or recommend requirements of detailed working drawings; and provide technical input and recommendations to resolve problems.
  • Review rough sketches, drawings, specifications, and other engineering data received from engineers to validate that they conform to design concepts.
  • Maintain a thorough familiarity with industry, organizational and BPA standards, recommending new concepts, techniques and methods for BPA management consideration.
  • Assist in pre-engineering calculations and research, to control product reliability and accuracy for engineering, technical, and commercial applications.
  • Collaborate on and assist with the evaluation of applicable standards and specifications for potential equipment acquisitions, and related activities; draft revisions, research and present options; provide technical input and recommendations for BPA management consideration.
  • As requested, provide on-going technical assistance to new and/or less experienced team members regarding established organizational procedures and guidelines, industry and/or BPA standards, advanced techniques, etc.
  • Train new CAD Technicians and engineers in BPA processes, procedures, practices and standards; share knowledge of Substation Engineering.
  • Perform a 90% review on assigned design projects produced by internal design groups and external A&E Service Contract design vendors; verify compliance with current standards and policies established by BPA and the Substation Project Engineering organization.
  • Identify sold facilities, make corrections and prepare drawings, and issue for appropriate digital federal signature.
  • Monitor and assess designs in other than approved state to ascertain workflow and availability.
  • Coordinate availability of designs with contracting firms and the indoor design groups to facilitate design needs.
  • Identify and resolve conflicts in designs produced by multiple internal organizations or external entities. This work may include communication and collaboration with multiple parties.
  • Identify designs and bills of materials (BOMs) that require voiding; prepare void and revision packages per procedure.
  • Travel to BPA substation field locations to gather information on existing infrastructure to aid in the creation of project documentation. This work may include making site visit arrangements, including inviting the appropriate parties, facilitating logistics, travel and any overnight lodging requirements, assisting / facilitating site visit meeting, including setting agenda and taking notes, distributing notes and project team assignments as requested. This work may also include drafting rough sketches and taking photographs of the site and any existing facilities.

Qualifications

  • A degree in Electrical Engineering (or related technical discipline) is preferred.
  • With an applicable Bachelors degree, 6 yrs of experience is required.
  • With an applicable Associates degree, 8 years of experience is required.
  • Without an applicable degree, 10 years of experience is required.
  • Experience should include electrical design work that is technical in nature.
  • 10 years directly related experience as an Electrical Technician or CAD support.
  • 5 years experience working with data storage, database management, and records maintenance

PREFERRED

  • 10 years experience with MicroStation CAD software and ProjectWise.

Pay and Benefits

The pay range for this position is $38.00 - $43.00/hr.
