Responsibilities
The desired and expected qualifications for the Project Engineer - Acquisition role is as follows.
Desired
Master's or PhD in Tech, computer science, engineering, business or related field
Professional cert in Acquisition (such as DAWIA)
domain knowledge and expertise for systems engineering of multiple interrelated satellite ground system acquisitions
IC experience w/in the last 5 yrs
Familiarity with the NRO's and DoD's national and tactical space architectures
Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture
Knowledge of SAFe Agile or similar agile processes and JIRA and Confluence
Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE
systems engineering of multiple interrelated satellite ground system acquisitions
Specifically: digital engineering and data engineering
Qualifications & Physical Requirements
Must hold TS/SCI w/ CI Poly Clearance
Expected
Bachelors in Tech, computer science, engineering, business or a related field; if no Bachelors - demonstrate an additional 4 yrs of related acquisition experience for each level
Domain knowledge and expertise for all phases of the acquisition cycle of multiple large system acquisitions (>$50M)
Experience in project management and acquisition, with emphasis on Government acquisition in DoD or IC
Expereince with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation
Experience with different contracting types, e.g.: competition, sole source, IDIQ/TOs, Other Transactions, or Broad Agency Announcements)
all phases of the acquisition cycle of multiple large system acquisitions
Specifically: cloud services, software services platform, DevSecOps, data centricity and management, data management, MBSE, enterprise governance, across organizational and system boundaries
Provide acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities
Assist the development of RFP packages and coordinate completion of technical evaluation of proposals received in response to the RFPs, Task Orders, BAAs, and Other Transactions
Support Agile-based program management
Support in multiple areas at the systems, mission, and enterprise levels; with program management; acquisition support; analytic support and analysis; and budgetary practices
