Under the direction of the City Engineer in the Public Works Department, position is responsible to oversee the planning, development, and implementation of transportation projects within the city. The incumbent will lead initiatives to improve the efficiency, safety, and accessibility of the City transportation network while ensuring compliance with regulatory requirements and budget constraints.

Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non-Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

Duties/Responsibilities

  • Lead the planning and development of transportation projects, including roadways, bridges, micromobility, and active transportation facilities.
  • Collaborate with internal departments, external stakeholders, and community groups to identify transportation needs, priorities, and opportunities for improvement.
  • Manage project scope, schedule, and budget to ensure successful project delivery within established timelines and financial constraints.
  • Coordinate with engineering consultants, contractors, and regulatory agencies to develop project plans, specifications, and permits in compliance with applicable standards and regulations.
  • Conduct feasibility studies, traffic analyses, and environmental assessments to evaluate project alternatives and identify preferred solutions.
  • Facilitate public engagement and outreach efforts to solicit input, address concerns, and build support for transportation projects among residents, businesses, and other stakeholders.
  • Monitor project progress, risks, and performance metrics, and implement corrective actions as needed to mitigate issues and ensure project success.
  • Prepare and present reports, presentations, and updates to city officials, advisory boards, and community stakeholders on project status, milestones, and outcomes.
  • Foster a culture of innovation, continuous improvement, and collaboration within the transportation project team and across city departments.
  • Stay informed of emerging trends, best practices, and regulatory changes in transportation planning and engineering to inform project decision-making and strategy.
  • Prepare cost estimates for transportation-related improvements in support of budget requests.
  • Ensure compliance with access management, estimate trip generations, review internal capture versus offsite trips, and knowledge of different traffic models, site access circulation and parking.
  • Coordination of projects with local state, MPO and other regional agencies. Perform professional planning work in long-range transportation planning and transportation impact analysis.
  • Operate motor vehicle as needed.
  • This position requires regular and reliable attendance and the employee's physical presence at the workplace.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Proficient in the use of word processing, spreadsheet, database and presentation software.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to establish and maintain effective working relationships.
  • Ability to speak clearly and persuasively in positive and negative situations.
  • Ability to operate necessary equipment, including personal computer, calculator, printer, copier, facsimile and other standard office equipment.

Minimum Requirements

  • Bachelor's degree in Civil Engineering, Transportation Engineering, or related field. Training and or experience that provides the required knowledge, skills, abilities and essential job functions may be substituted for the degree.
  • Four years of experience in civil engineering, transportation engineering, or related work.
  • A valid Florida Driver's License with an acceptable driving record.

PREFERRED QUALIFICATIONS

  • Professional Engineering License, in State of Florida preferred.

  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
  • Visual Acuity 4 - operate motor vehicles/heavy equipment.
  • Kneeling - bending legs at knee to come to rest at knees.
  • Lifting - raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
  • Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.
  • Walking - on foot to accomplish tasks, long distances, or site to site.

Work performed is primarily:

  • Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

WORK ENVIRONMENT

  • May be required to work hours other than the regular schedule including nights, weekends, and holidays
  • Occasionally exposed to adverse weather conditions, including wet and/or humid conditions.
  • Contact with internal and external customers and the general public
