Transportation Project Manager

This position manages all phases of transportation projects funded by the Berkeley County One Cent Sales Tax Program, from planning through construction. The Project Manager is responsible for delivering projects on time and within budget by coordinating internal resources, consultants, and contractors. Serving as the Countys representative, the role ensures compliance with regulatory requirements, defines project objectives, and oversees quality control throughout the project lifecycle.

- Serve as the Countys representative throughout the full lifecycle of transportation projects.
- Manage engineering consultants, providing oversight and guidance on design and construction matters.
- Review and negotiate scopes of work and fee estimates for professional services contracts.
- Monitor and manage project schedules and budgets to ensure timely, cost-effective delivery.
- Review and approve consultant invoices, construction pay applications, and other project-related expenses.
- Conduct design-phase plan reviews to ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines.
- Coordinate and participate in project meetings with County staff, consultants, regulatory agencies, stakeholders, and the public.
- Meet with property owners and stakeholders to discuss proposed improvements, ensuring compliance with County standards.
- Prepare construction bid documents; attend construction progress meetings; perform site inspections to verify contract compliance; and review shop drawings and submittals for conformance with project specifications.
- Prepare and deliver project status and progress reports to internal and external stakeholders.
- Maintain complete, accurate, and up-to-date project documentation.
- Provide civil engineering consultation and support to other County departments as needed.
- Perform other duties as assigned.
- Associates Degree in Civil Engineering or closely related field required;
- Must have and maintain a valid drivers license for South Carolina with safe driving record;
- Two (2) years of related engineering experience required;
- Or equivalent combination of experience, training, or advanced education may be accepted;
- Four (4) years of related engineering experience required;
- EIT registration and/or PMP required;
- Or equivalent combination of experience, training, or advanced education may be accepted.
- Six (6) years of related engineering experience required;
- Professional Engineer (PE) registration in the State of South Carolina and/or PgMP required;
- Or equivalent combination of experience, training, or advanced education may be accepted.
- Transportation design experience preferred;
- AutoCAD or MicroStation training preferred;
- GIS and AutoCAD Civil 3D knowledge a plus;
- A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
- Knowledge of civil engineering concepts, principles and practices.
- Knowledge of personal computers, including Word and Excel, and highly technical computer applications.
- Knowledge of environmental rules and regulations on the state and federal level for stormwater discharges related to construction activities.
- Experience with South Carolina National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges from construction activities;
- Skill in excellent communication, both oral and written.
- Skill in the operation of all basic office equipment.
- Ability to compose and prepare accurate reports, records and correspondence.
- Ability to manage inventory and property.
- Ability to make budget recommendations and manage the budget.
- Ability to manage grant funds.
- Ability to coordinate and conduct public meetings as required.
