Description
The NISC IV program at Leidos is seeking a Spectrum Engineer to join our dynamic team. The successful candidate will be responsible for reviewing and analyzing frequency requirements for Unmanned Aircraft Systems (UAS), Urban Air Mobility (UAM), and Advanced Air Mobility (AAM). The engineer will work closely with regulatory bodies, engineering teams, and project managers to support spectrum-related initiatives across various projects.
Primary Responsibilities:
- Familiarity with frequency assignment principles, RF propagation, and interference mitigation.
- Ability to support coordination of radio frequencies across diverse systems, including both voice and data communications.
- Capable of reviewing and validating frequency assignment data and evaluating system compatibility.
- Understanding of the unique spectrum requirements for Unmanned Aircraft Systems (UAS), Urban Air Mobility (UAM), and Advanced Air Mobility (AAM).
- Ability to support technical studies and spectrum planning efforts related to expanding UAS operations in national and international airspace.
- Experience assisting in the preparation of technical inputs for domestic spectrum certification processes and international coordination activities.
- Ability to contribute to standards development or policy alignment across organizations like ICAO, ITU, or RTCA.
- Familiarity with how domestic and international spectrum policy influences aviation systems development and certification.
- Able to support the FAAs role in global harmonization efforts for UAS communications and non-payload spectrum use.
- Strong skills in summarizing technical findings and drafting briefing materials, position papers, or status updates.
- Comfortable providing support to meetings, workgroups, and collaborative discussions with government and industry partners.
- Capable of tracking milestones, certification timelines, and ongoing spectrum engagement across various stakeholder forums.
- Effective at managing inputs across multiple team members and consolidating technical or regulatory feedback.
- Skilled in evaluating requests for new or modified frequency assignments based on system characteristics and airspace requirements.
- Experience supporting coordination with external stakeholders on frequency usage concerns.
- Ability to prepare engineering input for risk assessments, safety cases, or technical white papers.
- Comfort with maintaining detailed records and documenting analysis in a manner accessible to non-engineers.
- Familiarity with tools used for frequency impact analysis, interference prediction, or electromagnetic compatibility assessment.
- Strong written and verbal communication skills for interaction with internal safety teams and external frequency users.
- Excellent communication skills, both written and verbal.
- Skilled at working with internal stakeholders and external agencies to coordinate spectrum usage and resolve technical issues.
- Comfortable participating in technical discussions and communicating findings clearly to both technical and non-technical audiences.
- Strong problem-solving skills with the ability to work independently and within a team environment.
- Strong ability to interpret technical data and prepare documentation such as coordination summaries, engineering notes, and standard operating procedures.
Basic Qualifications:
- Bachelors degree in electrical engineering, Telecommunications, or a related technical field, with a minimum of four years of relevant experience. Additional years of experience may be considered in lieu of a degree.
- At least 3 years of experience in spectrum management, frequency coordination, or systems engineering related to surveillance and safety systems.
Preferred Qualifications:
- Experience and deep knowledge of frequency assignment principles, RF propagation, and interference mitigation.

Pay Range: Pay Range $85,150.00 - $153,925.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
